Q-Sourcing Tanzania Limited is a manpower management solutions firm operating in the East African Region in the countries of Tanzania Uganda Kenya Rwanda and South Sudan.

On behalf of our Tanzania based client we are looking for a competent and experienced Senior Construction Superintendent.

POSITION IN THE ORGANISATION

REPORT TO: Lot 2 Manger

JOB LOCATION: Site

MISSIONS / JOB DIMENSIONS

The Senior Superintendent is responsible for managing site supervision and coordinating the day-to-day construction activities of the EPcmC staff & CONTRACTORs. The Senior Superintendent will be a key focal point between field engineering site supervision and Lot Manager for communicating construction issues & solution within respective allocated work scope packages. They will ensure work is carried out using safe working practices and is completed in accordance with the project codes standards drawings and specifications.

CONTEXT AND ENVIRONMENT

EACOP project includes a 1445km 24 oil export pipeline 8 above ground facilities a green filed marine terminal with an export jetty and a Serie of 60 main line block valves and 20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering Procurement and construction management support interfacing with all other Contractors. EACOP direct personnel including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8000 to 10000 personnel when including Contractors expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders environmental and societal / local content stakes three partners two involved countries new to oil development (Uganda and Tanzania) and the need for project development following IFC standards to secure the necessary financing.


KEY DUTIES AND RESPONSIBILITIES

ACTIVITIES

To manage the allocated LOT and spreads within the pipeline area packages as directed.

To provide on the job training and coaching to local content personnel liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.

Deputise (as required) within the designated area scopes.

Directly supporting the EPcmC staff & the CONTRACTORs ensuring delivery of the Pipeline and associated AGI MST facilities and EITS infrastructure are on-time and to budget.

Implement use and communicate safe work practices on and off the project sites.

Assist COMPANY Project Manager s with the overall Construction program and key interface deliverables.

Participate in the development and approval of project schedules with the Project Management team.

Interrogate construction schedules and identify any areas where critical path planning may be impacted.

Ensure that CONTRACTORS are fully executing and complying with their contracted scope of work.

Assist in expediting technical interfaces between the project engineering office and construction teams.

Monitor and report on CONTRACTORS compliance to project HSE and Quality Assurance requirements.

Providing instruction to the lead supervision on key milestones driving the execution schedules.

Review GIS mapping and ensure pipeline routes/ROW comply with the AFC design drawing locations.

Supporting the Superintendents on the pipeline Installations and reviewing the daily reports issued.

Ensuring local partners and local contractor execution works are aligned with the project schedules.

Participate in constructability and technical design reviews to identify opportunities for optimisation.

Interface with project engineers EITS AGI Pipeline and MST Superintendents to ensure the delineation of battery limit scopes are clearly communicated and understood by all stakeholders.

Review ITP inspection surveillance and hold points by the designated personnel.

Ensure project preservations team are correctly monitoring recording and reporting preservation integrity.

Planning system and subsystem completion for testing and commissioning readiness.

Work within a multi-cultural business framework and provide ethical and compliant support.

Mentor exemplary behaviour regarding HSE Ethics and Company "Code of Conduct" policy.



ACCOUNTABILITIES

Ensure compliance with Tanzanian rules regulations shareholder and governmental agreements and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.

To ensure compliance with project requirements and regulatory frame in pipeline construction related activities.

Supporting and coordination EACOP project teams.



Requirements

MANDATORY REQUIREMENTS

QUALIFICATIONS AND EXPERIENCE REQUIRED

  • Tertiary/Professional qualification in construction management or other Company agreed applicable discipline qualifications/certifications that support the construction management and execution of the onshore Pipeline and related AGI MST facilities and EITS infrastructure works scopes.
  • A minimum of 20 years of greenfield pipeline construction experience working in the Oil & Gas sectors.
  • 1015 years of construction experience working within a cross-functional oil & gas pipeline project team supporting; field engineering interface construction and commissioning readiness.
  • Experience working with and analysing construction data to create accurate reporting KPI s and progress status back to the project management team.

REQUIRED COMPETENCIES:

  • Competency and proven experience within equivalent proprietary management systems and associated desktop applications for project delivery.
  • Competency within industry applications such as Assure OMIE Aconex SharePoint Adobe MS Office; Word Excel PowerPoint Visio.
  • Demonstrated knowledge of compliance risk controls and site HSE requirements.
  • A high focus on identifying and meeting the key project deliverables and objectives.
  • Strong planning and organising skills including ability to manage several work streams simultaneously.
  • Advanced knowledge in the interpretation of engineering drawings plans specifications interface matrix.
  • Demonstrated knowledge of critical path and key milestones within the construction planning programs.
  • Demonstrated knowledge & understanding of ASME API ISO ANST regarding pipeline works.
  • Demonstrated knowledge & understanding of GIS mapping pipeline ROW s and plant coordinates.
  • General knowledge of system/sub-systems testing commissioning and completions management.
  • Comprehensive knowledge of flange management and structural bolt torqueing requirements.
  • Comprehensive knowledge of pipeline hydro testing flushing cleaning and box-up.
  • Comprehensive knowledge managing LOTO and energy isolation requirements between area packages.
  • Demonstrated communication skills including the ability to articulate best for project decisions with teams consisting of individuals with various technical and educational backgrounds.
  • Staff management skills in mentoring and motivation techniques for developing secession planning.
  • Autonomous self-motivated and flexible with the ability to adapt quickly to change or shifting priorities.

  • Previous experience working with multicultural contractors and supporting their challenges.
