DESCRIPTION OF SERVICES
Texas Health and Human Services Commissionrequires the services of
1 Business Analyst 2 hereafter referred to as Candidate(s) who meets the general qualifications of
Business Analyst 2 Applications/Software Developmentand the specifications outlined in this document for the
Texas Health and Human Services Commission.
Reviews analyzes and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping and reengineering. Prepares solution options risk identification and financial analyses such as cost/benefit ROI buy/build etc. Writes detailed description of user needs program functions and steps required to develop or modify computer programs.
Working in a SAFe environment on a major system modernization project and ongoing enhancement efforts for existing Medicaid applications. The Worker will be a part of the team and responsible for providing project oversight of the Medicaid IT-Contracted Systems efforts integrated projects and support of dependent Worker will support and provide oversight of documentation and delivery of application enhancements as part of the Medicaid IT-Contracted systems applications this Worker will assist as an IT stakeholder for various IT application enhancement initiatives with multiple Medicaid Enterprise Systems (MES) Worker will assist in creating processes and documentation to ensure a consistent understanding and approach to align with the agency direction for an integrated solution.

TERMS OF SERVICE
Services are expected to start09/01/2025and are expected to complete by08/31/2026. Total estimated hours per Candidate shall not exceed2000hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through theTexas Health and Human Services Commission. Normal business hours are Monday through Friday from8:00 AM to 5:00 PM excluding State holidays when the agency is closed.
The primary work location(s) will be at4601 W Guadalupe ST Austin TX 78751. The working position isHybrid - On Site and Telework. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense.Texas Health and Human Services Commissionwill provide pre-approved written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved throughTexas Health and Human Services Commission.
Position will be 3 days remote with 2 day (Tuesdays and Fridays ) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY.
Candidates must alreadyreside in Texas.
