Job Description

Under the direction of the Assistant General Manager for Water the Water Supply and Treatment Division (WST) Manager exercises responsible charge of SFPUC Regional Water System facilities in the Bay Area as well as the related personnel buildings and grounds. This position is responsible for managing day-to-day operation and maintenance of major water system infrastructure including dams and reservoirs treatment plants pumping stations transmission tunnels and pipelines from the Tesla Treatment Facility to the southern border of San Francisco County in order to deliver over 200 million gallons per day of high-quality drinking water service to wholesale customers on the Peninsula and in the South and East Bay.  Since this is critical service upon which the region depends for long term health safety and economic prosperity this position requires high level managerial leadership of administrative operational maintenance and engineering staff; sustainable stewardship of public infrastructure; immediate responsiveness to unanticipated events that threaten Regional Water System services or other emergencies involving the Divisions staff or facilities; and faithful representation of the Division in public meetings where SFPUC drinking water policy contracting budgeting regulatory compliance and related public concerns are discussed.

The essential job functions include but are not limited to the following:

  • The WST Manager will report to the Assistant General Manager for Water collaborating with the enterprise management team and supporting the work of other Water Enterprise Divisions.
  • Supervise the Divisions management staff supporting their personnel management efforts defining their work objectives and coordinating their collaboration to deliver services.  There are currently seven subordinate managers who are responsible for the work of 250 in-house staff and a multitude of contract resources.
  • The WST Manager will oversee:
    • The management of Regional Water System operations in the Bay Area;
    • Maintenance of Regional Water System facilities in the Bay Area;
    • Divisions compliance with dam safety and environmental and workplace regulations;
    • Maintenance engineering planning and design required to get the most from public investment in regional water facilities;
    • Reservation of sufficient emergency storage in Bay Area reservoirs and the preparation of staff for response to regional and water system emergencies;
    • Support for management of the Bay Area watersheds particularly in the area of wildfire prevention;
    • Responsible request and use of annual operational and capital improvement budgets;
    • Constructive engagement and development of staff and provision for their succession;
    • Positive and effective communication within the Division and externally to its stakeholders
    • Development and preservation of the Divisions institutional knowledge.
  • Class 0942 Water Supply and Treatment Division Manager performs other related duties as required.

MINIMUM QUALIFICATIONS

Education: Possession of a baccalaureate degree from an accredited college or university; and

Experience: Five (5) years of managerial experience in engineering operations and/or maintenance experience in a water or wastewater utility agency of which all must include supervisory experience.

License: Possession of a valid drivers license.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:

  • Degree in engineering business administration management or a closely related field.
  • Excellent oral and written reporting skills.

Selection Procedures

After application submission candidates deemed qualified must complete all subsequent steps to advance in this selection process which includes the following:

Supplemental Questionnaire (SQ) (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate online link to complete the Supplemental Questionnaire Examination. The purpose of the SQ Examination is to evaluate the experience knowledge skills and abilities that candidates possess in job-related areas which have been identified as critical for this position and include but are not limited to:

  • Knowledge of asset management and capital planning/budgeting and master plan
  • Knowledge of water operations.
  • Knowledge of preventative maintenance principles.
  • Ability to motivate manage mentor and develop staff into an effective team.
  • Ability to represent organization to customers external stakeholders and public.

All relevant experience education and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process. The information provided on the Supplemental Questionnaire Examination must be consistent with the information on the application and is subject to verification. Once submitted applicant responses on the Supplemental Questionnaire Examination cannot be changed.  Only those applicants who qualify will receive a score on the Supplemental Questionnaire Evaluation.  

NOTE: A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the ranked eligible lists resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
