Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water managing wastewater and storm water and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Customer Services (BCS) oversees the production and collection of water and wastewater bills along with all the work required to maintain our citywide network of meters and meter reading devices. Bureau of Customer Services serves approximately 836000 customers and generates more than $4 billion of revenue annually.

Position Summary:

The Deputy Director of Technical Services is responsible for the strategic oversight and operational management of metering infrastructure contracts. This leadership role includes supervising teams responsible for the execution and coordination of all contractor metering activities including small meter replacements large meter replacements MTU (Meter Transmission Unit) replacements and pit meter replacements. The Deputy Director is responsible for ensuring that all contractual obligations are met and that contractor work is assigned reviewed and paid in accordance with the respective contract and all applicable agency and city policies. The Deputy Director reports to the Director of Technical Services.

Key Responsibilities:

-Manages a team of 20 individuals responsible for executing all aspects of the agencys metering contracts.
-Collaborate with the Director of Technical Services to align project priorities and resource allocation with bureau objectives.
-Ensure quality assurance and control standards are maintained across all metering programs.
-Oversees contractor performance ensuring compliance with contracts specifications and service-level agreements.
-Develops contractor reporting templates runs contractor progress meetings and ensures notes are captured distributed and follow up actions are implemented.
-Troubleshoots complicated cases to determine appropriate actions that DEP and/or the contractor shall take.
-Analyzes program performance metrics prepares reports and recommends improvements to enhance efficiency and quality.
-Coordinates with Procurement and Legal teams to develop and administer metering-related contracts and bid documents.
-Assists in developing and managing project budgets; monitors expenditures and ensures projects stay within financial and timeline constraints. Provides weekly budget update to management team.
-Facilitate training and development of team members to ensure technical proficiency and adherence to best practices.
-Serve as a liaison within the agency external contractors and other stakeholders.
-Acts on behalf of the Director of Technical Services in their absence.

Desired Skills:

-Experience managing vendor contracts construction schedules and budget oversight.
-Excellent communication project management and organizational skills.
-Proficiency in using Department of Environmental Protection systems including Passport Meter Data Management System UMAX (Customer information System for Utilities) and ServiceLink.
-Understanding of metering systems technologies (including Meter Transmission Units) and meter replacement strategies.
-Field service order review experience in order to review submitted accounts for payment when discussing contractor discrepancies with Technical Services inspectorial staff. This includes specific return issues for safety concerns Imminent failure plumbing conditions etc. Provides resolution on service order direction once a reviewed account is resolved with clerical and inspectorial units.
-Understanding of contractor/s customer service systems to review account history.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
