Department Overview:
The US Treasury Strategy team partners with Lines of Business (LOB) Finance and other key stakeholders to develop and recommend strategies to:
- Facilitate improved balance sheet management financial forecasting understanding of segment/product profitability etc. The team is a leading voice in US Treasurys efforts to optimize the balance sheet and to ensure capital allocation liquidity and risk management frameworks are aligned with corporate goals and regulatory requirements.
- To understand (and communicate to relevant parties) implications of proposed corporate structures business initiatives and/or new products particularly on treasury related activities risks and regulatory implications. The team collaborates with Liquidity Management ALM RRP capital management FTP etc. teams to provide advice counsel and guidance on aligning strategies with short-term and long-term business objectives.
- Bring together cross-functional teams---including US Treasury VPs line of business heads senior executives and external stakeholders---to deliver strategic insights and implement best practices that promote financial health operational efficiency and business growth.
By working with our internal partners across finance and businesses the team helps ensure treasury decisions are informed efficient and support long-term growth and profitability.

Job Summary:
The Sr Manager Treasury Strategy oversees and leads a large and/or highly complex and diverse business management function for an area of significant risk complexity or scope usually involving medium to long term planning ensuring an integrated approach with other business management areas broader organization and enterprise as appropriate.
Depth & Scope:
- Oversees and leads a large and/or highly complex and diverse business management function for an area of significant risk complexity or scope
- Strategic partner to leadership team on the management of the portfolio and financials with deep industry external / internal enterprise knowledge recognizing and anticipating emerging trends and; identifying operational efficiencies and opportunities with other business management / enterprise areas
- Facilitates key strategic discussions and provide thought leadership to executive audience (output may include strategic roadmap and/or deliverables/ frameworks/ short to long term goals etc.)
- Sets operational team direction and collaborate with others to execute on common goals
- Focus on longer-range planning for functional area (e.g. 12 months or greater)
Education & Experience:
- Undergraduate degree
- 10 years relevant experience
Preferred Qualifications:
- 10 years in banking professional services/consulting or bank supervision with significant exposure to large bank treasury functions liquidity management ALM capital management recovery and resolution planning FTP and/or balance sheet management. Treasury specialists strategy consultants legal/tax specialists and experienced LOB banking professionals would also be helpful.
- Strong quantitative / analyst skillset: The individual should have financial analysis experience and a hands-on data mindset (comfortable digging into data and systems directly). Critical thinking and problem-solving skills are essential.
Technology/Systems knowledge of treasury management systems (QRM Axiom etc.)
Advanced analytical tools (SQL SAS Excel BI tools etc.)
Familiarity with Treasury data structures (e.g. balance sheet and forecasts cash flow output capital and liquidity reporting risk models etc.)
Regulatory reporting constructs
Nice to have: Python R Matlab or other programming toolkits. Data architecture or technical design a plus.
- Progressive Treasury Roles: The individual would likely have risen through progressively senior roles within treasury finance or risk management such as: Treasury Manager/Director Head of Liquidity Risk Senior ALM or FTP roles Capital Planning Lead etc.
- Background in one or more related functions:
- Finance / Business Finance: Managing LOB P&L ROE tracking RAROC
- FP&A: forecasting balance sheet projections etc.
- Liquidity Risk Management: managing liquidity buffers stress testing and funding strategies. Skills in liquidity forecasting cash flow modeling and understanding key liquidity metrics.
- Asset-Liability Management (ALM): understanding of interest rate risk maturity mismatches and balance sheet strategy.
- Capital Planning: modeling capital adequacy under stress understanding capital regulations and optimizing capital allocation. Knowledge of how capital requirements impact capital allocation and planning; assessing return on regulatory/economic capital. Familiarity with techniques for optimizing capital utilization including risk-weighted asset (RWA) management and strategic asset allocation.
- Funds Transfer Pricing: Understanding of FTP methodologies funding costs and profitability drivers. Methods for calculating and applying FTP to allocate funding costs and benefits and approaches to price cost of funds (LP) across business lines. Tractor designation and related behavioral models. Analyzing Net Interest Margin and other profitability metrics affected by FTP (ROE etc.) and how they influence decision-making.
- Recovery and Resolution Planning: Wind-down and valuation modeling forecasting and contingency planning (CFP CCP) critical functions identification and mapping. Analyzing intra-group funding flows and exposures operational continuity planning capital triggers recovery indicators EWI and escalation mechanisms.
- CIO function: investment management hedge execution HQLA composition valuation mark-to-market
- Detailed knowledge of key banking regulations: CCAR Dodd-Frank Act Stress Testing (DFAST) DFA 165(d) Reg YY (EPS and its Tailored Applications) Reg WW (LCR/NSFR) Basel III/IV etc. Also familiarity with relevant Safety and Soundness guidance for treasury and large bank supervision (including SR 15-18/15-19 SR 10-6 SR 10-1 SR 16-3 SR 14-1 SR 11-7 SR 12-17 etc.)
- Product and financial instrument knowledge: Knowledge of bonds equities repos and securitization products etc. to assess liquidity funding and interest rate impacts. Understanding of structured products derivatives mortgages lending products funding products and investments as well as how these impact the banks balance sheet liquidity and risk.
- Strategic Project Leadership: Proven track record of leading large complex projects particularly around liquidity management ALM stress testing and recovery/resolution planning. Significant experience working with risk management finance business units treasury and/or regulatory affairs. Ability to coordinate with multiple departments to align strategic treasury initiatives with broader business goals.
- Communication and business writing skills: Prepare clear concise reports and presentations for senior leadership. Excellent communication skills including the ability to present complex treasury strategies simply influence senior stakeholders and drive cross-functional collaboration. Extensive experience in consensus building and stakeholder management.

- Develops communicates and implements a holistic strategy for own specific business management function in support of and integrated with the overall business strategy

- Provides functional / business level communications to ensure messages to stakeholders and/or employees are consistent appropriate and aligned to business strategies and executive management direction
Shareholder Accountabilities:
- Ensures team adheres to enterprise frameworks and methodologies related to overall business management activities
- Leads relationships with corporate and/or control functions to ensure alignment with enterprise and/or regulatory requirements
- Supports team in staying knowledgeable on emerging issues trends and evolving regulatory requirements and assess potential impacts to the Bank
- Assesses / identifies key issues and escalate to appropriate levels and relevant stakeholders and business management where required
- Maintains a culture of risk management and control supported by effective processes and sound infrastructure an in alignment with risk appetite
- Identifies mitigates and reports on risk issues per enterprise policy / guidelines and ensures appropriate escalation processes are followed
- Ensures business operations are in compliance with applicable internal and external requirements (e.g. financial controls segregation of duties transaction approvals and physical control of assets).
- Works closely with key business leaders to optimize TDBGs resources and leverage TDs operating model to maximize efficiency effectiveness and scale
- Leads or contributes to cross-functional / enterprise initiatives as an organizational or subject matter expert helping to identify risk / provide guidance for complex situations
- May lead relevant governance meetings or committees and related deliverables / outcomes representing the business on governance and control issues
- Manages oversight process risk-based identification and monitoring of related risks and regulatory compliance across the supported functions while ensuring key controls and processes are effectively managed
