Job Description

Location: Roanoke Virginia (Primarily based at RCPS Central Office or designated administrative site with regular travel to school sites)

Job Type: Full-time 12-month position

Reports To: Director of Student and Occupational Health Services

Job Summary:

The Nurse Manager for Student Health Services is a critical leadership position responsible for the overall strategic planning operational management and evaluation of comprehensive health services across Roanoke City Public Schools. This role ensures the delivery of high-quality equitable and legally compliant health care to all students promotes a healthy and safe school environment and provides direct supervision and professional development for the entire districts school nursing staff. The Nurse Manager serves as the primary expert on student health within the district acting as a key advisor to school and district leadership and fostering strong collaborative relationships with parents community health partners and regulatory agencies.

Key Responsibilities:

  • Strategic Planning & Program Oversight:
    • Develop implement and evaluate the districts strategic plan for student health services aligning with RCPSs overall mission and vision.
    • Design implement and monitor district-wide health programs policies and procedures (e.g. medication administration communicable disease control emergency response health screenings chronic disease management).
    • Ensure all health services comply with federal state and local regulations (e.g. VDOE VDH HIPAA FERPA IDEA ADA).
    • Analyze health data and trends to identify needs inform resource allocation and drive continuous quality improvement initiatives.
  • Team Leadership & Management:
    • Recruit hire onboard supervise and evaluate all school nursing staff (Registered Nurses LPNs Health Assistants etc.).
    • Provide clinical and administrative guidance mentorship and support to the nursing team.
    • Oversee the professional development plan for nursing staff identifying training needs and coordinating educational opportunities.
    • Conduct regular staff meetings to facilitate communication problem-solving and team building.
    • Address performance issues provide corrective action and ensure a positive and productive work environment.
  • Operational & Resource Management:
    • Manage the budget for student health services including forecasting needs for staffing supplies equipment and technology.
    • Oversee the procurement and inventory of medical supplies medications and equipment for all school clinics.
    • Develop and manage the equitable deployment and scheduling of nursing staff across all schools to meet student health needs effectively.
    • Provide clinic coverage as needed ensuring continuity of care and help maintain consistent support for student health needs throughout the school day.
    • Ensure the proper maintenance and functionality of health clinic spaces and equipment.
    • Develop and maintain a system for accurate and confidential health recordkeeping utilizing electronic health record (EHR) systems.
  • Collaboration & Communication:
    • Serve as the primary liaison between Student Health Services and other district departments (e.g. Special Education Human Resources Athletics Facilities Transportation).
    • Collaborate with school principals and administrators to ensure integrated health services within individual school environments.
    • Establish and maintain strong working relationships with external partners including local health departments hospitals community health agencies and pediatric healthcare providers.
    • Communicate effectively with parents/guardians regarding district health policies student health concerns and available resources.
    • Represent RCPS Student Health Services at district meetings community events and professional conferences.
  • Policy Development & Advocacy:
    • Contribute to the development of district-level policies that impact student health and well-being.
    • Advocate for resources and initiatives that promote the physical mental and emotional health of students and staff.
    • Stay abreast of current research legislative changes and best practices in school health and public health.
  • Carries out other duties and responsibilities as assigned to meet organizational needs.

Qualifications:

  • Education: Associate Degree in Nursing (ADN) or Bachelor of Science in Nursing (BSN) from an accredited college or university required.
  • Licensure: Current unencumbered Registered Nurse (RN) license issued by the Virginia Board of Nursing.
  • Experience:
    • Minimum of five (5) years of progressive experience as a Registered Nurse with at least three (3) years in a school health public health or pediatric setting preferred.
    • Minimum of three (3) years of demonstrated supervisory or management experience in a healthcare or educational setting preferably overseeing nursing staff.
  • Knowledge Skills and Abilities:
    • Comprehensive knowledge of school nursing standards of practice pediatric health public health principles and current healthcare trends.
    • Strong leadership management and organizational development skills.
    • Demonstrated ability to manage complex programs budgets and staff.
    • Exceptional written and verbal communication presentation and interpersonal skills.
    • Proficiency in data analysis report generation and the use of electronic health record (EHR) systems and other relevant software.
    • Ability to work effectively with diverse populations and promote an inclusive environment.
    • Strong problem-solving and critical thinking skills with the ability to make sound decisions under pressure.
    • Current BLS/CPR/AED and First Aid certification required.

Physical Requirements:

The Nurse Manager position typically involves a mix of office-based work and travel to various school sites. It requires the ability to communicate effectively utilize computer and office equipment and the physical capacity to respond to health emergencies in a school setting if necessary.
