Job Description

PURPOSE STATEMENT

The HR Specialist is responsible for supporting the work of the Human Resources Department processing Public Records Requests managing all technical details of the hiring process maintaining personnel files managing requests for leave and processing all additional contracts and memos.

ESSENTIAL FUNCTIONS

  1. Posting positions using the online application system; assist with inquiries from job applicants.
  2. Monitor job postings close positions and supervise screenings.
  3. Set up job interviews and file paperwork.
  4. Track new hire requirements e.g. fingerprints mandatory training immunizations I-9 probation.
  5. Maintain update and monitor personnel files in online system. Revise processes to meet current needs and records demands.
  6. Schedule monitor and score classified applicant tests.
  7. Track dates of classified employee evaluations and notify administrators of deadlines.
  8. Assist in preparing negotiations materials and negotiated agreements.
  9. Assist in collecting entering and maintaining district personnel data.
  10. Issue process and monitor Extra-Curricular and Co-Curricular Contracts Extended Day Contracts and stipend memos.
  11. Complete loan forgiveness and employment history forms.
  12. Maintain contract databases enter contract information.
  13. Process FMLA/PFML and other leave requests for the district including Sick Leave Sharing.
  14. Process P-card statements for the Human Resources departments.
  15. Process public records requests through Next Request and ensure required response timelines are met in accordance with state law. Review requested records for disclosure purposes. Redact non-disclosable information from documents in accordance with state and federal law.
  16. Draft and edit Board policies that fall under the responsibility of the Personnel Department and the Assistant Superintendent.
  17. Complete a variety of annual salary surveys.
  18. Track a variety of projects and deadlines; coordinate with others to meet established deadlines; file and retrieve records.
  19. Provide clerical support to the department.
  20. Cross-train and provide backup to the Human Resources Administrative Assistant and district receptionist
  21. Answer a wide variety of inquiries; greet and direct the public; contact proper district staff in the event of emergency situations; handle calls from distraught or difficult individuals.
  22. Assists in maintaining the calendar of the Assistant Superintendent and Director of Human Resources; screen appointment requests; make travel conference and meeting arrangements.
  23. Coordinate special projects as assigned; gather and/or create materials; coordinate schedules facilities supplies lists rosters invitations meals and follow-up activities.
  24. Answer incoming phone calls and provide a wide variety of personnel information to staff and the public; answer procedural questions; direct inquiries as appropriate; take messages.
  25. Organizes registration and materials for job fairs.

OTHER FUNCTIONS

  1. Maintain current knowledge of personnel rules regulations laws and procedures by attending conferences workshops and reading current publications.
  2. May serve on various district committees and/or departmental work teams.
  3. Perform related duties consistent with the scope and intent of the position.

REPORTING RELATIONSHIPS

  • Reports to the Director of Human Resources with daily work direction from the Administrative Assistant for Personnel.

MENTAL DEMANDS

  • Required to adapt to shifting priorities and to frequently re-channel work effort; experiences frequent interruptions; must occasionally deal with distraught or difficult individuals.
  • Must perform repetitive highly accurate data entry tasks; periodically required to meet processing deadlines.

PHYSICAL DEMANDS

  • Ability to lift and/or move up to ten (10) pounds.

MINIMUM QUALIFICATIONS

Education and Experience

  • Spanish and English Bilingual skills preferred.
  • High School diploma or GED; college level coursework strongly preferred.
  • Education training skills and experience necessary to carry out the assignment including a minimum of three (3) years successful building secretary or office management experience.

Knowledge Skills and Abilities

  • Ability to communicate effectively establish and maintain effective working relationships with students parents staff and the public.
  • Ability to collaborate with staff in all buildings to ensure system implementation.
  • Demonstrated effective customer service and public relations skills; confidence in dealing with the public.
  • High-level keyboarding and data entry skills; ability to operate a computer and learn the operation of specific software programs.
  • Skill in correct grammar and spelling; ability to proofread and make corrections.
  • Ability to compose and format correspondence.
  • Ability to set up and maintain accurate files and records organize and prioritize work.
  • Required to maintain confidentiality.
  • Ability to learn district human resources practices and procedures.

Licenses/Special Requirements

  • Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation abuse injury or neglect of a minor.
  • Must complete Walla Walla Public Schools Risk Management and Bloodborne Pathogens Training upon hire.

TERMS OF EMPLOYMENT
