PASS Planner

The Waterloo Catholic District School Board serves over 38000 learners and provides services to students in 50 schools (Kindergarten to Grade 12 and adult learners) across the Waterloo Region.

The Board conducts intentional recruitment and selection as it seeks to achieve a state of greater equity for employees and students and to diversify its workforce.

General Description of Duties:

Reporting to the Manager of Planning the Planner will be responsible for the review of municipal development applications and participating in secondary and community planning processes. The Planner will support the development of enrolment projections and conduct of accommodation / boundary review processes.

As a skilled confident communicator you will liaise effectively with municipal planners provide comments attend meetings and inform municipalities of school board requirements respond to requests from internal departments municipal partners schools school communities consultants and attend and participate on municipal government committees dealing with growth as required.

You will prepare reports and support the departments work on internal and external committees as well as prepare materials to support the presentation of information and recommendations to the Board of Trustees the public and the Ministry of Education.

Key Responsibilities:

  • Collaborate with city planners and developers to review planning applications that impact school communities
  • Use forecasting tools to help predict future student enrolment and support smart planning decisions
  • Leverage GIS tools to support school boundary planning enrolment forecasting site analysis and data visualization to inform strategic decision-making within the school board
  • Keep data up to date and help prepare reports for the Ministry of Education
  • Support senior staff with school boundary reviews accommodation planning and long-term strategy
  • Maintain key records and data that help shape the future of our school district
  • Present to school communities and engage in meaningful conversations with families and stakeholders
  • Create reports and presentations for the Board of Trustees
  • Represent the Planning Department at public meetings and on internal/external committees
  • Jump in on other projects and tasks as needed - every day is a little different!

Minimum Requirements:

  • A degree or diploma in Urban Planning Geography or a related field
  • Experience in planning - this could be from a co-op internship or a junior role (ideally in education or municipal government)
  • A solid understanding municipal planning
  • Strong communication skills - youre comfortable writing reports and speaking to different audiences
  • Experience with GIS tools like ArcGIS Online or ArcGIS Pro
  • Youre analytical organized and a natural problem-solver
  • You work well independently but also love being part of a team
  • You have a valid drivers license and access to a vehicle
  • Ability to work outside of traditional business hours when required
Desirable Assets:
  • Knowledge of the Education Act and Planning Act.
  • Eligibility for Certified Planning Technician (CPT) or Registered Professional Planner (RPP) designation.
Salary Range: PASS Level 3 $67556.00 - $79476.00 in accordance with the PASS Terms of Employment

Hours of Work : Permanent full time; 35 hours per week
