Job Description Summary:
Under limited direction the Code Compliance Senior Manager leads and oversees code compliance functions that are generally associated with personal property including land structures and parking. These broadly include oversight of supervisors that manage patrols complaints observed violations investigations reporting and concerns associated with zoning building housing weed control refuse removal snow removal and parking enforcement codes and permitting. Provide technical and policy advice to city management city council advisory boards and staff. Participate as a member of the Planning and Development Services management team emphasizing problem-solving effective communications effective and efficient service to all customers accountability in completing tasks and continuous improvement.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provides leadership and contributes to the development implementation improvement and management of the Planning & Development Services Department strategic planning annual work programs business processes and fiscal management.
- Plans and implements parking and code policies and objectives to ensure continuing operations.
- Prepares and presents reports on all parking and code violations along with personnel expenses and budgets.
- Directs and oversees code compliance activities with a supervisor team focused on life-safety quality of life and parking enforcement functions.
- Effectively communicates the city organizations goals objectives and values to staff and models behavior that is consistent with them.
- Effectively represents the perspectives of staff to other work groups and other management.
- Provides leadership through determining and implementing strategic direction for work groups.
- Provides professional and personal development opportunities for staff to develop high-functioning and collaborative teams.
- Provides project management for initiatives related to division functions.
- Develops and implements work plans and budgets while optimizing the use of resources.
- Establishes and maintains metrics and key performance measures.
- Seeks and monitors community members feedback and provides timely feedback to staff about team performance.
- Oversees analysis of processes and project management of enforcement-related operations associated with citywide quality of life program elements.
- Coordinates and collaborates with other department divisions and other city departments on the development and implementation of cross-interest policies procedures and operations.
- Actively advocates and ensures the safety of employees including through training and safety expectations.
- Identifies develops manages and implements operational excellence and as needed process improvements.
- Communicates with customers staff colleagues and other department representatives regarding enforcement issues.
- Manages specific enforcement matters that have escalated due to procedural implications persistence of non-compliance policy conflicts or high-profile implications for the community.
- Facilitates a collaborative effort in the development and implementation of tools and procedures to ensure effective and efficient code enforcement processes.
- Provides representation for city departmental neighborhood and community initiatives.
- As needed supports hearings on appeal or other public hearings related to code enforcement or amendments.
- Builds a positive team culture that supports diversity equity inclusion and belonging. Addresses team concerns conflicts and grievances promptly and professionally.
- Monitors and evaluates individual and team performance continuously against established goals. Conducts performance reviews. Implements corrective action plans as needed in collaboration with human resources. Identifies skill gaps and recommends appropriate training and development opportunities.
- Ensures that team activities comply with city policies procedures and standards including ensuring timely completion or reporting time submitting injury claims and other employee transactions.
- Performs related duties as required by management to meet the needs of the city.
- Responsible for understanding and enforcing relevant collective bargaining agreements and management policies including the hiring and firing of supervised employees or making related recommendations.
MINIMUM QUALIFICATIONS

- Have and maintain acceptable background information including criminal conviction history.
PREFERRED QUALIFICATIONS
- Ability to analyze and interpret laws regulations and to formulate develop and present recommendations for such regulations.
- Ability to communicate fluently in English and Spanish.
- Ability to demonstrate experience in implementing software systems that automate manual processes. Computer experience including using permit tracking or land use databases electronic mail word processing spread sheet and database applications.
- Ability to demonstrate experience in leadership team building problem-solving and strong people skills.
- Ability to exercise tact and courtesy in explaining and enforcing state laws and local ordinances and to diffuse hostile situations and calm irate community members.
- Experience working in a university community.
- Knowledge of and experience in investigative skills.
- Knowledge of and experience in municipal government operations.
- Knowledge of and experience with budget preparation costing of services revenue collection and fee analysis.
- Knowledge of and experience working with mediation-related services.
- Knowledge of the Boulder area and community and the geographic layout of the City of Boulder.
- Knowledge of the Boulder Revised Code.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelors degree numerous fields considered with a preference to those in Criminal Justice Sociology Psychology Social Sciences Business Administration Public Administration or related; or equivalent of eight (8) years experience may substitute for the education requirement only.
- Seven (7) or more years of experience in code enforcement.
- Three (3) or more years of experience in supervision and directing the work of others.

WORKING CONDITIONS AND REQUIREMENTS
- Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permit the employee to communicate effectively on the telephone on a two-way radio and in person. Sufficient vision or other powers of observation that permits the employee to review evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes which permits the employee to work in an office and vehicle setting. Work may include extended periods of time viewing a computer video monitor or operating a keyboard device. Ability to work under stress from demanding deadlines public contact and changing priorities and conditions. Ability to lift carry operate a vehicle walk and stand.
- Work Environment: Work is performed outdoors and indoors with frequent exposure to extreme temperatures. Work is performed year-round with occasional exposure to wet/humid conditions loud noises dust fumes mist and chemicals. Ability to work some weekends and evenings.
