The ideal candidate at minimum must have the following:
OPTION 1:
3 yrs. experience in budgeting that included fiscal analysis management & control (e.g. probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

OPTION 2:
Completion of undergraduate core program in accounting public finance public administration or business administration; 12 mos. exp. in budgeting that included fiscal analysis management & control (e.g. probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).
- OR -
OPTION 3:
Completion of graduate core program in accounting public finance public administration or business administration which included coursework in quantitative/statistical analysis (e.g. probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

OPTION 4:
Equivalent of Minimum Class Qualifications for Employment noted above.

Pay Information
This position is in the State of Ohios OSCEA Pay Range 32. Unless required by legislation or union contract starting salary will be the minimum salary of that pay range (step 1 currently $29.23 per hour). These ranges provide a standardized pathway for pay increases. With continued employment new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.

Office of Fiscal & Monitoring Services
The Office of Fiscal and Monitoring Services (OFMS)Fiscal Services Division is responsible for developing implementing and monitoring all the Agencys budget activities. This encompasses the biennial budget process annual budget implementation and projecting federal budget estimates. The Division is also responsible for the management of the Agencys revenue disbursements and financial obligations as well as performing daily federal cash draws reconciles and reports on federal grant status. What Youll Do:
As a Budget Analyst in the Budget and Cost Management section you are responsible for maintaining the Chart of Accounts agency position and payroll coding effort reporting and processing the biweekly payroll journal. Your job duties include:
- Establish and maintain payroll coding in the Centralized Accounting Information System (CAPIS) and in Human Capital Management (HCM).
- Create combo codes and prepare position budget uploads to Ohio Administrative Knowledge System (OAKS) Human Capital Management (HCM) and Financial (FIN) applications.
- Analyze complex information to resolve errors modify data and/or determine appropriate action.
- Prepare and maintain financial coding by analyzing fiscal data for entry into the appropriate. accounting. and reporting coding for the generation of accurate and appropriate speedcharts.
- Processes bi-weekly payroll journal and prepare OAKS journal uploads to post transactions.
- Review and update assignment of codes in effort reporting systems (i.e. Kronos TAMM CAPIS etc.) to ensure compliance with policies current coding structures and the Cost Allocation Plan (CAP).
- Respond to user questions regarding Kronos TAMM and Cost Allocation Plan Information System (CAPIS) activity and effort reporting policy and procedures.
- Investigate errors and oversees corrective action taken as a result of audit findings or federal/financial reviews.
- Create maintain and compare Chart of Accounts (COA) database tables for necessary updates
- Research and compare data elements from OAKS FIN HCM and CAPIS in addition to the Cost Allocation Plan (CAP) and the cost pool funding splits to ensure the integrity of data.
- Process chart field requests to create change and/or deactivate chart field codes which identify revenues and expenditures following the OAKS criteria for input into OAKS and CAPIS.
