Description
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Contracts department in the Capital Projects Groupis seeking a Senior Business Analyst to represent business requirements to internal stakeholders and to develop a thorough understanding of the business goals contract planning management and administration services for large scale high profile and complex capital projects undertaken by the Capital Projects Group. Reporting to the Manager or Sr. Manager (as applicable) the Senior Business Analyst will be responsible for translating high-level conceptual business strategies and objectives and administration of complex contracts related to capital projects including construction design engineering/architectural and other professional services as well as P3 Project Agreements in accordance with Metrolinxs policies and departmental processes and procedures.

What will I be doing
  • Develops a thorough understanding of the business goals practices and processes to translate into system functionality and user-requirements that define project scope and specifications
  • Translates high-level conceptual business strategies and objectives into user-requirements to guide service development activities
  • Reviews interprets and analyses contract requirements tenders and contract documents to ensure that the overall contracting strategy and individual clauses/terms are applied appropriately and consistently to reduce risk and protect the interests of Metrolinx. Ensures required provisions are included in all contract documentation and recommends changes/revisions where omissions/inconsistencies occur
  • Works with the business leaders and users to develop key business metrics and performance measures
  • Identifies and advises on the resolution of a range of critical contract issues including contractor performance and monitors contractor adherence to the terms of contractual agreements; enforces contractual obligations and conditions by engaging internal legal representation and providing assistance in negotiations and resolution of matters
  • Leads in making recommendations for problem resolution
  • Facilitates leads and participates in change efforts and provides support and opinions relating to the viability of alternative solutions
  • Facilitates dialogue and discussion between the business and internal and external providers to assist with prioritizing between competing objectives (i.e. run meetings focus groups joint sessions workshops)
  • Assists the business to prepare business cases understand scope limitations and manage expectations during project implementation
  • Represents the business to develop requirements and customer-focus objectives especially during issues resolution
  • Collaborates with diverse stakeholders to gather qualitative and quantitative data needed for solid decision-making
  • Supports administration of various contract records such as work releases changes variations certificates of payment amendments correspondence notices etc. in the Contract Management System (such as Oracle Unifier). Monitors status of assigned contracts prepares and provides reports to management and project teams as required
What Skills and Qualifications Do I Need
  • Completion of a degree in Engineering Business Processes or a related discipline or a combination of education training and experience deemed equivalent
  • Experience with analytical tools (e.g. data modeling and workflows) and with MS Office (Outlook Word Excel Visio PowerPoint Project etc.)
  • Strong knowledge of construction project cycle standards and processes to provide analytics and to support delivery of capital infrastructure projects
  • Experience with contract management systems such as Oracle Unifier
  • Interpersonal oral/written/presentation communications skills to document and present business needs specifications reports project documents and implementation plans
  • Strong ability to communicate effectively and tactfully with various personnel within and outside of the organization
