The Communications Officer I will perform technical communications work in the operation of the Regent University Police Department Communication Center to include receiving and transmitting information by radio telephone and multiple computer applications. Exercises independent judgment in transmitting law enforcement information and responding to inquiries complaints and requests for emergency assistance.

Essential Duties:

  • Receive and processes emergency and non-emergency requests via the telephone system and computer aided dispatch system demonstrating proficient knowledge of operations of telephony and computer aided dispatch systems. Determines appropriate response considers call priority availability and the number and types of personnel needed ensuring response of other public safety agencies as required (fire/rescue) to provide efficient and expeditious assistance.
  • Monitor and process National Crime Information System (NCIC) and Virginia Criminal Information System (VCIN) messages.
  • Perform inquiries operate and validate data regarding such things as wanted persons stolen property vehicle registration and stolen vehicles in VCIN NCIC and the Hampton Roads Law Enforcement Information Exchange (LInX) data bases as required.
  • Monitor and coordinate departmental and inter-agency response to critical incidents maintaining effective communication between Campus Police officers in the field Campus personnel and outside emergency and law enforcement agencies.
  • Operate multiple communication equipment systems computer programs alarm systems central station alarm system and video surveillance equipment.
  • Monitor various radio frequencies such as those used by local police fire EMS building/facility services and Founders Inn in order to maintain awareness of developing situations.
  • Solicit sensitive classified information coordinate and communicate responses and monitor on-going activities to upgrade information received by field units to enhance officer safety.
  • Perform mandatory routine tests on communication and alarm systems and report malfunctions
  • Exercise discretion of classified information in a manner consistent with Departmental Policy and Procedures
  • Safeguard the life safety and security of the CBN/Regent campus community through the delivery of a comprehensive and integrated program of safety and law enforcement services in partnership with the community and along with local state and federal Public Safety agencies.
  • Model professionalism and accountability to national best practices of law enforcement with integrity and transparency in protecting campus constituents with a spirit of fairness equity and justice. Sworn to uphold the constitution of the United States the laws of the Commonwealth of Virginia and the policies of the Regent University Police Department.

Qualifications:

  • High school diploma or GED desirable
  • Ability to obtain CPR and First Aid certification
  • Strong typing skills and demonstrated competence in Outlook Word Excel and Internet applications
  • Must have successful background investigation and drug and alcohol test
  • Must successfully complete all State mandated certification programs within the time frames established by the Division
  • Be physically emotionally and mentally fit for duty passingexams required annually or as directed
  • Attends and successfully completes the Campus Police Communications Academy HRCJTA and on-the-job training to include achievement of needed certifications; does related work as required. Alpha I employee/subject to immediate recall during major and/or emergency situations

Candidates must have:

  • Knowledge of federal and state laws governing radio transmissions and department/division police fire rescue policies and procedures
  • Knowledge of operational procedures offense classifications and tactical dispatching standards
  • Knowledge of state and city codes.
  • Knowledge of the operation of city and state agencies and the services they provide to the community
  • Knowledge of the operation and maintenance of communications equipment and computer equipment
  • Knowledge of the geography of the Campus and surrounding area
  • Skill in operating departmental communications center equipment
  • Skill in prioritizing and processing stressful and/or emergency situations simultaneously
  • Excellent oral and written communication skills
  • Skill in interpreting various departmental policies procedures rules and regulations
  • Skill in reading maps and giving directions
  • Skill in working with diverse groups of people to obtain information and solve problems
  • Ability to speak clearly and distinctly and communicate effectively both orally and in writing
  • Ability to make sound decisions under adverse conditions with limited supervision
  • Ability to interpret and disseminate emergency directives and orders
  • Ability to exercise active listening remember facts and maintain confidentiality
  • Ability to use proper situational judgment in applying policies and procedures
  • Ability to work rotating shifts and hours to include: days evenings midnights weekends and holidays

Selection Process:

The Regent Communications Officer selection process is a multi-tiered process. The selection process may include the following components:

  • Department Sit-Along
  • Written Test
  • Background Investigation
  • Panel Interview
  • Health Physical
  • Psychological Exam (provided at the employers expense)

Special Requirements:

Employees must be able to work rotating shifts (days/evenings/midnights) including weekends and holidays and they must be available to work overtime when required to meet operational needs. This is a safety-sensitive position and is subject to random drug testing.

The following items are considered employment disqualifiers for this positions:

Criminal History
  • Conviction guilty plea or no contest plea of any felony.
  • Conviction guilty plea or no contest plea of any misdemeanor sex offense including but not limited to sexual battery under Virginia Code 18.2-67.4 or consensual sexual intercourse with a minor 15 or older under clause (ii) of Virginia Code 18.2-371 or any crime requiring registration in the Virginia Sex Offender Registry.
  • Conviction guilty plea or no contest plea of domestic assault under Virginia Code 18.2-57.2 or any offense that would be domestic assault under the laws of another state or the United States.
  • Conviction guilty plea or no contest plea of any misdemeanor involving moral turpitude including but not limited to petit larceny under Virginia Code 18.2-96 or any offense involving moral turpitude that would be a misdemeanor if committed in the Commonwealth.
  • Any potential applicant with a misdemeanor conviction is encouraged to contact Professional Standards and Training atand ask to speak with the lead background investigator to discuss their specific issue.
Driving History
  • Any conviction guilty plea or no contest plea of driving under the influence of drugs or alcohol refusal to take blood or breath test eluding police racing or leaving the scene of an accident within the last 5 years.
Drugs
  • Sale of any drug listed in the drug standards and schedules set forth in Virginia Code 54.1-3443 et seq. without a valid license authorizing sale of specified drugs. Any other distribution will be evaluated on a case-by-case basis.
  • Unlawful use or possession of any illegal drug including but not limited to heroin cocaine hallucinogens methamphetamine etc. or any derivative thereof (except marijuana) within the last 5 years.
  • Illegal use or possession of anabolic steroids within the last three (3) years.
Others
  • Dishonorable discharge from any military service.
  • Untruthfulness and/or the intentional withholding of information on any application interview or paperwork associated with the position. Examples of intentional withholding of information would include deliberate inaccuracies or incomplete statements.
  • Intentional failure to follow the directions outlined in the testing process or relying on others to complete any portion of the testing process.

Additional Note: This position is eligible for a sign-on/hiring bonus after a completion of a probationary period.

This bonus is paid out as follows:

  • After 90 days employee will be paid a $250 bonus.
  • After 1 year employee will be paid a $250 bonus.
  • After 3 years employee will be paid a $300 bonus.
