Main Purpose of Job

The purpose of this position is to identify implement and evaluate community-based early intervention diversion and Children in Need of Supervision (CINS) programming and partnerships to meet the goals and objectives of the Maryland Department of Juvenile Services (DJS). This role works to establish relationships with both internal and external stakeholders develop and cultivate partnerships and deliver early-intervention-focused education in the Capital South Region (Calvert County Charles County Montgomery County Prince Georges County and St. Marys County).

This position requires advanced knowledge of pre-adjudication and diversion practices intake principles and practices Maryland judicial proceedings and procedures and ability to learn controlling legal and regulatory authorities.

This position must have the ability to exercise sound judgment and discretion; present ideas clearly and concisely to demonstrate initiative and sound reasoning; establish and maintain professional working relationships with other agencies and external stakeholders inspire motivation and productivity among professional and support staff; manage personnel conflicts effectively; and recommend administrative procedures when necessary.

Note: This position offers a hybrid telework schedule.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.

Experience: Four years of experience providing case management services to emotionally or socially maladjusted delinquent victimized or exceptional juveniles in a community or residential setting.

Notes:

1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.

2. Candidates may substitute possession of a Masters degree in the social or behavioral sciences or criminal justice from an accredited college or university for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or Social Services specialty codes in the Social Science Psychology and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Bachelors degree in a Social or Behavioral Science major (such as Criminal Justice Sociology Human Relations Psychology Child and Adolescent Studies Social Work or other closely related fields).
  • At least three years of experience supervising lower-level Case Management Specialists in a community or residential setting.
  • At least three years of experience working in with or adjacent to the juvenile justice/youth legal system.
  • Ability to supervise manage and oversee community outreach and early intervention program sourcing and development in the Capital South Region.
  • Knowledge of and experience working with early intervention programming options available to young people.
  • Ability to understand explain and apply laws rules regulations policies and procedures etc. to both internal and external stakeholders. Strong written and verbal communication and relationship management skills; experience establishing rapport with persons from different backgrounds with different life experiences.

LICENSES REGISTRATIONS AND CERTIFICATIONS

appointed to positions in this classification are required to become fully certified by the Maryland Correctional Training Commission within 90 days of appointment and maintain certification while employed.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article Section 8-209of theAnnotated Code of Marylandthe Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04 general regulations of the Maryland Correctional Training Commission and include:

U.S. Citizenship or Resident Alien status

Must be at least 21 years of age

A thorough background check including fingerprinting and drug testing

An oral interview and

Physical and psychological examinations.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09 Testing for Illegal Use of Drugs.
