Position Summary

The Code Compliance Manager is responsible for the effective leadership and administration of the Towns Code Compliance Division. This position ensures enforcement of municipal codes and ordinances through field investigations public education and formal proceedings. Reporting to the Emergency Services Director the Manager oversees code enforcement operations supervises staff and ensures regulatory compliance related to zoning property maintenance and FEMA program requirements. This position plays a critical role in reviewing and approving enforcement documentation preparing hearing packets and maintaining orderly and compliant case files for Special Magistrate proceedings.


Responsibilities and Reporting During an Emergency Situation: If assigned employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency this may require working around the clock for several days on short notice.


EXAMPLES OF ESSENTIAL DUTIES

Oversees the daily operations of the Code Compliance Division and ensures consistent enforcement of Town ordinances and State regulations.

Supervises trains and evaluates code officers and support staff.

Reviews and approves all code case documentation and enforcement packets prior to hearings or official issuance.

Prepares and organizes hearing case packets for presentation to the Special Magistrate; ensures accuracy and legal sufficiency.

Represents the Town at hearings and coordinates with the Town Attorneys Office as needed.

Coordinates compliance efforts involving FEMA programs including substantial damage assessments elevation certificate reviews and documentation for CRS reporting.

Responds to escalated or complex complaints conducts investigations and determines appropriate enforcement action.

Serves as a liaison between the Code Division Floodplain Administrator Building Services and other internal departments for regulatory alignment.

Supports FEMA post-disaster compliance and recordkeeping requirements including field documentation and permitting support.

Provides technical interpretations of codes to staff residents and property owners.

Maintains division records logs and reports using the Towns case management system.

Recommends updates to ordinances policies or procedures to enhance compliance and enforcement consistency.

Oversees public awareness efforts to improve voluntary code compliance.

Assists in developing and managing the divisions annual budget.

Attends all assigned meetings and events.

Performs emergency response tasks and assignments as directed.

Performs other duties as assigned.

REQUIREMENTS:


Education Certification and Experience:

Associate degree required; Bachelors degree in Public Administration Criminal Justice Emergency Management Planning or related field preferred.

Minimum of five (5) years of code compliance or municipal enforcement experience including at least two (2) years in a supervisory role.

Florida Association of Code Enforcement (FACE) Level I and II required; Level III preferred.

FEMA IS-100 IS-200 IS-700IS-800 required within 3 month of employment.

Substantial damage estimation training preferred or required within 12 months.


*Relevant work experience may substitute on a year for year basis for required education.


Knowledge Skills and Abilities:


Knowledge:

Knowledge of Florida Statutes and local government codes related to zoning property maintenance and public nuisances.

Understanding of FEMA regulations including NFIP substantial damage determinations and post-disaster compliance requirements.

Familiarity with municipal code enforcement procedures hearing processes and administrative penalties.

Working knowledge of land development regulations permitting processes and related ordinances.

Knowledge of public records laws and documentation standards related to enforcement actions.


Skills:

Strong leadership and supervisory skills including training performance evaluation and team development.

Proficiency in preparing reviewing and approving detailed enforcement case documentation and hearing packets.

Skilled in conflict resolution public communication and de-escalation strategies.

Strong written and verbal communication skills especially for report writing and hearing testimony.

Competence in using case management software document tracking systems and Microsoft Office Suite.

Analytical skills for interpreting codes identifying violations and applying appropriate enforcement remedies.


Abilities:

Ability to lead a division with professionalism objectivity and fairness.

Ability to read and interpret technical documents codes site plans and FEMA documentation.

Ability to conduct site inspections and investigations in varying field conditions.

Ability to work collaboratively with other departments and the public to resolve compliance issues.

Ability to maintain confidentiality and impartiality in sensitive enforcement cases.

Ability to manage multiple priorities meet deadlines and remain calm under pressure.

Physical ability to operate Town vehicles and field inspection tools including off-road utility vehicles if needed.


Physical Requirements:

Frequent standing walking bending and kneeling during field inspections and site visits.

Ability to walk and patrol beach areas for extended periods including on sandy uneven or unstable terrain such as dunes and coastal access points.

Occasional reaching climbing stooping pushing pulling or crawling to inspect properties structures or enclosed areas.

Must be able to lift and carry up to 50 pounds including enforcement equipment signage or beach-related debris.


Environmental Requirements:

Must be able to navigate residential commercial and undeveloped areas in varied weather conditions including heat rain or post-storm environments.

Work involves outdoor exposure and may require wearing safety gear or entering potentially hazardous or unsanitary environments for inspection purposes.


Sensory Requirements:

Task requires sound perception and discrimination.

Task requires visual perception and discrimination.

Task requires oral communications ability.
