TITLE: Education cluster senior Information Management Officer TEAM/PROGRAMME: Education clusterLOCATION: Aleppo or Qameshly

GRADE: 3

CONTRACT LENGTH:

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently(e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

SCI is seeking a senior Information Management Officer (IMO) to join the Humanitarian Program Cycle team to the Southern Turkey Education Cluster (EC). This position supports the response in Northwest Syria (NWS). The senior IMO will be responsible for improving the timeliness and comprehensiveness of 4Ws reporting representing the EC in the Syria/Turkey Information Management and Assessment (STIMA)working group providing IM-related input for the Syria Cross Border Humanitarian Fund (SCHF) and Humanitarian Program Cycle (HPC) and suggesting and executing measures to improve the collection analysis dissemination and management of other information relevant to the EC.

SCOPE OF ROLE:

On behalf of Save the Children the purpose of this post is to manage the collection analysis and sharing of information that allowsclusterLead Agency Partners and theWOS Coordinators to make informed evidence-based strategic decisions; and to enable the EC to perform its core functions.

Role Dimensions

Role requires contacts with multiple partners and stakeholders from NGOs and local CSOs to gather validate and analyse data.

KEY AREAS OF ACCOUNTABILITY:

Information Management to supportEC Coordination Functions (based on Humanitarian Programme Cycle and cluster core functions supporting service delivery contributing to HC/HCT strategic decision-making developingEC strategies monitoring and evaluating performance advocacy build national capacity in preparedness and response).

Support service delivery and monitor and evaluate performance:

  • The senior IMO will facilitate the submission of timely accurate and comprehensive data by EC partners within the assigned sub-national areas. This will include training sessions for partners as well as ad hoc support to individual partners. The senior IMO will be responsible for receiving monthly submissions cleaning submissions and following up with partners when necessary. The senior IMO will share 4Ws with relevant stakeholders (OCHA WoS EC members) and represent the EC in relevant working groups (particularly the STIMA group) clusters or at other meetings.
  • Train partners to enhance their information management and reporting capacity collecting their inputs consolidating and cleaning data.
  • Engage in the regular coordination meetings at the sub-national level and national level to keep abreast of the changing situations on the ground and build a relationship with partners
  • Support with translation as may be required.

Reporting and Outputs:

  • The senior IMO will be responsible for preparing and submitting relevant reports particularly monthly 4W reports. This will include building upon and updating the 4Ws dashboard/bulletin.
  • The senior IMO will also review reporting templates assessment questionnaires and other information collection or management tools.
  • The senior IMO will suggest and implement relevant improvements in coordination with data collection partners to increase the ECs understanding of the location and severity of education needs as well as gaps in education programming

Support EC Participation in HPC

  • The senior IMO will support the ECs participation in the SCHF and HPC. This will include support for the Humanitarian Needs Overview (HNO) which might involve input on indicators for the Multi-Sector Needs Assessment (MSNA) relevant support on the sectoral calculation of People in Need (PiN) and sub-district severity scores etc. and curation of data required for the HNO and/or the Humanitarian Response Plan (HRP).

Inform strategic decision making and plan and implement an EiE Sector strategy

  • Working with theECnational and sub-national Coordinators and the Strategic Advisory Group develop and implement a strategy to keep abreast of Education cluster needs with a specific focus on the needs of marginalized children including those with disabilities those hard to reach and those discriminated by gender or other issues;
  • Maintain an up-to-date secondary data tracker by collecting and analysing reports articles and other education-related data;
  • Coordinate primary data collections/ needs assessments to inform sector response planning;
  • Lead the revision and use of the contextualized Joint Education Needs Assessment (JENA);
  • Provide training to partners on using the JENA as needed;
  • Lead the EC assessment and learning WG

Build national capacity in preparedness and contingency planning

  • Develop and implement tools to assess partners preparedness and response capacity

Support robust advocacy

  • Support the Cluster advocacy efforts by contributing to the creation of visuals graphs dashboards and reports that highlight Education in Emergencies needs of children including the most marginalized and hard-to-reach ones.

Conduct any other duties assigned by the supervisors

University degree inin relevant discipline (computer science engineering mathematics statistics economics data science education research or other relevant fieldor evidence of education data management and analysis experience
