SPECIAL INVESTIGATIONS SUPERVISOR

Job Summary:

Under the general supervision of the Major assigned to the Office of Inspector General; supervises and performs statewide national and at times international investigations of highly complex nature working with a high degree of independence. Work involves the supervision and active participation in: Supervising and conducting administrative and criminal investigations including but not limited to; theft fraud embezzlement forgery conspiracy fraud schemes corruption computer fraud identity theft licensed and unlicensed automobile dealer fraud odometer fraud title and registration fraud driver license and identification card fraud counterfeiting of identity documents other document fraud and internal employee misconduct regarding violations of ADOT policy. Reviews analyzes and evaluates case materials; directs supervises and assists in preparing affidavits to obtain search and arrest warrants conducts searches serves warrants effects seizures arrests and books suspects. Requires occasional travel to include overnight stay. Background check is required.

Job Duties:

Counsels instructs and evaluates subordinates proper work methods and requirements. Performs evaluations or coaching of subordinates. Reviewing allegations complaints or other information to determine whether administrative/criminal offenses may have been committed. Communicating professionally and diplomatically under difficult an even contentious circumstances.

Perform highly complex and specialized administrative work preparing reports correspondence and development/modification of forms; technical assistance/guidance related to rules regulation and policy interpretation and maintenance of all record-keeping activities. Apply relevant policies guidelines procedures and processes to develop operating policy correct deficiencies and improve services.

Coordinate general business and logistical matters; assist on administrative problems and procedures developing and instituting improvements and modifications; research issues and obtain relevant information necessary to make management decisions.

Establishing professional working relationships with local state and Federal Agencies.

Work in a variety of software systems including Spillman CAD/RMS; provide technical and procedural guidance and training to ensure compliance with ADOT Policies procedures and State Personnel Rules; perform special projects.

Applying methods and techniques of undercover law enforcement work and surveillance.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
*Police Department functions organization mission procedures objectives policies rules and regulations particularly those applicable to law enforcement.
*Practices of computer applications and software; of Spillman Cad RMS Query Analyzer Livescan and Armani.
*Federal OSHA CVSA laws AZ Post Rules the Arizona Management System and all ADOT software used in ECD.
*Criminal Laws applicable to State of AZ particularly State Federal and local laws concerning theft fraud forgery computer fraud fraudulent schemes political corruption embezzlement.

Skills in:
*Maintain working relationships with other agency divisions the public employees and contractors.
*Strong math critical thinking research and complex analysis problem solving and conflict resolution interpersonal and
employee relations multi-tasking and time management of multiple and sometimes competing priorities and deadlines.
*Decision making.
*Oral and written communication in the preparation of clear concise reports correspondence and powerpoint presentations.
*Google Platform.

Ability to:
*Ability to read comprehend and interpret detailed complex written material; conduct research and compile findings.
*Handle a variety of complex sensitive and confidential materials simultaneously.
*Prioritize work assignments and meet deadlines resolve issues; be tactful but diplomatic; remain professional under stress.
*Work independently without supervision.
*Interact tactfully persuasively and effectively demonstrating sensitivity in dealing with individuals from diverse backgrounds.
*Work cooperatively as part of a team and remain calm and focused and adapt quickly to changing priorities.

Selective Preference(s):

2 or more years administrative and/or operations support experience meeting the KSAs. Minimum of 3 years in a investigative or detective unit. Minimum of 2 years of criminal and / or administrative investigative experience working in a Professional Standards Unit. Preferred Spanish speaking.

Pre-Employment Requirements:

Valid drivers license with acceptable driving record. Arizona Peace Officer Standards and Training (AZPOST) Full Authority certification. Weapons Certified in accordance with AZ P.O.S.T standards.

If this position requires driving or the use of a vehicle as an essential function of the job then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
