Job Description

Overview

The Vice President - Chief Operating Officer provides executive leadership and oversight of the Airport Operations Department Facilities and Asset Management Department and public safety through the Police and Fire Departments. Responsible for ensuring regulatory compliance and safe efficient daily operations. Collaborates with other District leaders to establish strategic priorities develop operational objectives and achieve goals in support of the Districts mission vision and values.

May be designated to act for the President/CEO when necessary.

Responsibilities

Responsibilities (Essential Functions)

  • Ensures individual and departmental work effort is in alignment with the strategic vision mission goals and initiatives established by the District.
  • Collaborates with the Districts executive leadership team to ensure initiatives are aligned with the Districts mission vision core values and strategic goals.
  • Plans develops and directs the daily and strategic activities of the following functional areas:
    • Operations
    • Facilities & Asset Management
    • Public Safety including the Police & Fire Departments.
  • Leads and develops the staff towards the attainment of District goals and ensures compliance with the GSP values policies and procedures while fostering a safe workplace.
  • Oversee the creation of the annual operations and capital budgets for Operations Facilities & Asset Management and the Public Safety areas for the GSP Airport District.
  • Negotiates complex operating and maintenance contracts leases and licenses as needed.
  • Responsible for developing maintaining administering and communicating Airport Rules and Regulations and Minimum Standards.
  • Plan short and long-range projects to implement the strategic goals of the District.
  • Establish benchmark comparisons with other airports to measure team performance.
  • Interprets performance information and makes recommendations for changes/improvement for the management team.
  • Drafts and make recommendations on various District policies and directives.
  • Make presentations to the Airport Commission concerning areas of responsibility.
  • Directly Supports the President/CEO in the overall administration and management of the Airport District.
  • May be designated to act for the President/CEO when necessary.
  • Other Duties as Assigned.

Qualifications

Education Requirements

  • Bachelors degree in Accounting Finance Business or a related field from an accredited college or university.

Experience Requirements

  • Minimum of ten (10) years in a professional role responsible for business operations in a management-level capacity.
  • Five (5) or more years of experience in an airport and or governmental environment is preferred.

Knowledge Skills and Abilities

  • Confident decision maker with a track record of producing results.
  • Ability to manage multiple and diverse activities and projects.
  • Read and interpret detailed information (i.e. leases and contracts construction drawings financial reports etc.).
  • Ability to prepare and present clear and concise administrative and financial reports. Communicate effectively both orally and in writing.
  • Develop and implement policies and procedures.
  • Interact as necessary with District management consultants legal counsel and representatives of local state and federal agencies.
  • Proficiency in the use of a personal computer is necessary including skills in the use of Microsoft Office products.
  • Ability to provide administrative and professional leadership and direction to subordinate staff.
