Job Description

Under general supervision the Roofer performs a variety of tasks related to the maintenance repair and replacement of roofs and structures. As part of a roofing crew they prepare handle apply and secure various roofing materials including heated asphalt mineral-surfaced felt shingles torch-applied systems (Torch On) gravel and ply sheets ensuring proper roofing techniques technical standards and safety procedures are followed.

Additional responsibilities include installing and operating support equipment such as hoists ladders brackets planks and fall protection systems; operating and maintaining kettles and other roofing equipment safely and effectively; working cooperatively with other crafts; and performing related duties as required.

The essential functions of this position include but are not limited to: 

  • Maintains repairs and reroofs a variety of roofs by replacing broken slate tile or shingle applying additional layers of cap sheet over a built-up roof and removing old cap sheet/felt. Applies modified bitumen and one-ply systems. 

  • Cleans and prepares roof surfaces and replaces with new roofing material when necessary. 

  • Safely lifts and handles roofing materials such as asphalt gravel ply sheets Torch On and mineral surfaced cap sheets with a variety of hand tools such as axes razor knives tin snips and flat bars. 

  • Quarters asphalt plugs with an axe placing asphalt in kettle and transporting hot asphalt in service buckets and high-boy or low-boy drums to designated areas. 

  • Assembles operates and maintains equipment in a safe and proper manner such as hoists cranes asphalt kettles ladders brackets planks and fall protection. 

  • Secures equipment to ensure safety and prevent damage to buildings equipment and supplies or prevent injury to personnel. 

  • Waterproofs floors bathrooms showers concrete slabs planter boxes and pilings to achieve a watertight seal. 

  • Inspects existing roof surfaces (membranes tile etc.) for roof or systems failure as part of an on-going preventive maintenance program. 

  • Drives city vehicles to work site and/or to pick up and transport equipment and supplies. 

Nature of The Work

The nature of the work requires performance of heavy work such as lifting carrying and moving tools equipment and supplies weighing up to 110 pounds for distances up to 100 feet; constant bending reaching pulling climbing balancing squatting and crawling at considerable heights and pitches often in adverse weather conditions.


Qualifications :

Education  

Completion of a recognized three and a half (3.5) years (42-month) Roofer apprenticeship program. 

Experience 

Three and a half (3.5) years of experience as a journey-level roofer.

License 

Possession of a valid California drivers license (to be presented at time of appointment). Insurability under the Ports automobile liability insurance must be maintained throughout employment. 

Substitution

Additional experience as described above may substitute for the required apprenticeship program on a year-for year basis.

Ideal Candidate (Desirable Qualifications): The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

The Ideal Candidate will have: 

  • Knowledge of installation procedures and maintenance of industrial and commercial roofing products.  
  • Experience finding and repairing water leaks in various types of roofing systems. 
  • Ability to utilize electronic systems for submitting timesheets proficiency with basic computer functions such as using email accessing shared documents and navigating online portals or applications relevant to daily operations.
  • Willingness and ability to adapt to evolving workplace technologies and digital tools used for communication and workflow management.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Ports Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check immigration check and terrorist threat assessment including FBI fingerprints in order to determine eligibility for security clearance.  

The incumbent must submit an application for successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1 every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card a requirement for this position may be the basis for termination from employment with the Port Commission.

Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations 49 U.S.C.and 49 U.S.C. 5103a.
