Reports to: Director Finance 
Hours: 37.5 hours per week 
Status: Permanent Full-Time

Position Summary 

We are seeking an experienced and detail-oriented Project Cost Controller to support the financial and contractual oversight of the hospitals redevelopment projects. The ideal candidate will have a strong background in cost control contract administration and project reporting within large-scale construction or infrastructure projects. Reporting to the Finance Director Major Projects the Project Cost Controller is responsible for managing the financial aspects of Major projects and capital spending while adhering to all UHN policies regulatory requirements and audit accountabilities to maintain appropriate internal and financial controls.

Duties: 

  • Monitor track and report on project budgets commitments expenditures and forecasts.
  • Develop update and maintain detailed cost reports dashboards and earned value metrics.
  • Analyze cost variances and recommend corrective actions as needed.
  • Assist in preparing cash flow projections and funding requests.

Contract Management

  • Support the management of prime contracts subcontracts and consultant agreements.
  • Assist in contract administration tasks including change order management claim assessments and compliance monitoring.
  • Coordinate with procurement and legal teams to ensure contractual obligations are met.
  • Track contract deliverables milestones and payments.

Project Reporting

  • Prepare and deliver monthly and quarterly cost performance reports for internal stakeholders and external partners (e.g. government agencies hospital board).
  • Consolidate financial and commercial data to support strategic decision-making.
  • Ensure alignment with project governance risk management and audit requirements.

Relationship Management

  • Collaborate closely with project managers consultants contractors and hospital representatives to ensure alignment on financial and contract-related matters.
  • Act as a liaison between finance procurement and technical teams.
  • Build strong working relationships to support transparency accountability and efficient project delivery. 
  • Serve on internal and external committees related to the planning process financial reporting and systems related to capital processes.
  • Provide input to and develop capital related finance governance and operational corporate policies

Qualifications :

  • Bachelors degree in Finance Engineering Construction Management Quantity Surveying or a related field.
  • Minimum of 7 years experience in cost control project accounting or contract administration in construction or infrastructure projects (healthcare sector experience is a strong asset).
  • Proficiency in cost control systems (e.g. Primavera Aconex Procore or equivalent).
  • Knowledge of construction contract forms (e.g. CCDC PPP Design-Build).
  • Strong analytical organizational and communication skills.
  • Familiarity with public sector reporting and procurement processes in Ontario is an asset.
  • Experience with project accounting module in an SAP/ERP environment
  • Exceptional interpersonal and communication skills (written and verbal) with effective group presentation and stakeholder engagement abilities; proven ability to develop and present new ideas and conceptualize new approaches and solutions.
  • Proven leadership skills (strong organization and planning skills attention to details and able to manage multiple priorities).
  • Proven experience establishing strong collaborative working relationships in a complex multi-stakeholder organization.
