OF ASSIGNMENT


Under the direction of the Executive Director for Human Resources the primary responsibility of this position is to integrate HR best practices within the department ensuring compliance and accurate reporting with respect to collective bargaining agreements and State and Federal requirements. This position is responsible for complex planning organizing and supervising the operation of a variety of human resource services functions including recruiting retention classified and certificated staffing. This position is required to perform advanced technical assignments including the management and development of the S275 report and other state and federal reports; all staffing and position control functions; maintenance of personnel records and the HRIS system; manages the unemployment claims of the District; participates in collective bargaining and supervises assigned staff assuring that the department functions are aligned with HR best practices and compliant with relevant District State and Federal requirements.

FUNCTIONS


1. Supervise the employment services staff by creating a high performance accountable

service-focused team-oriented department culture driven by the districts objectives

and goals.
with hiring training and leading staff. Evaluate support and develop staff on

an ongoing basis. Implement discipline of staff when necessary. Model appropriate

professional conduct to staff. Maintain productive working relationships with staff

colleagues and all others. Maintain a professional effective cordial office

environment.
vision and direction for staffing department in alignment with department and districts goals.
and evaluate data and monitor trends to facilitate departmental planning;

identify and research issues and recommend problem resolutions; forecast staffing

needs; prepare written reports as needed; and maintain knowledge of current human

resource management methods and processes.
the districts highly qualified (certificated and classified) employment program

as outlined in NCLB act and state regulations. Works with the director and principals

on teachers identified as non-highly qualified or out of endorsement. Maintains the

highly qualified HMS database and reports district highly qualified staffing numbers to

the Office of the Superintendent of Public Instruction (OSPI).
the maintenance of the HMS database systems pertaining to online

applicant tracking employee assignments contracts and position inventory. Monitor

employee assignment and salary data to ensure accurate records for S-275 and other

State and Federal reporting for district salary funding. Ensure accurate staff-mix

utilization and reporting to maximize funding dollars.
the Director of Human Resources with district staffing management analyzing

certificated and classified staffing numbers versus District student enrollment

projections for District wide budgeting purposes.
and implement the annual district recruitment plan to achieve required staffing

levels within budget. Recruitment plan should include proactive innovative and

current methods of recruitment/marketing and thoughtful targeted recommendations

to address district staffing needs with emphasis on increase diversity and hard-to-fill

endorsement areas.
prepare and monitor policies and procedures relating to human

resources; develops and implements goals objectives and procedures for assigned

area of human resources operations.
support to Executive Director in conducting investigations into employee

misconduct sexual harassment or discrimination complaints. Uses sound judgment

when dealing with distraught and angry individuals during the course of an

investigation or in the handling sensitive issues. Provides written conclusions and

recommendations. Ensures Loudermill and Weingarten rights of the employee are

protected.
participate on a collective bargaining team. Assist in conducting internal and

external salary comparison survey research and analysis of data and create reports.

Review collective bargaining agreements for potential bargaining issues; supports

the lead negotiator as needed and maintains a positive labor-management

relationship.
surveys to ensure that human resources training services process and

procedures are relevant and effective in order to determine customer satisfaction.
automated reporting systems to meet state and federal reporting

requirements. Determine format where applicable and coordinate efforts with the

information technology department.
the interpretation and implementation of the rules and policies of the Board

of Directors and collective bargaining contracts relating to District employment.
knowledge of required Washington State statutes and regulations that

pertain to schools and employment. Ensure all human resources compliance activities

are completed timely and accurately.
that the staffing department is in compliance with all applicable record

retention requirements to include personnel records financial and budgeting

records and reporting requirements.
and evaluate data research issues and monitor trends to create reports

and make recommendations based on analysis and sound human resources practices.
the recruiting and hiring process for certificated classified and substitute

position openings to include: job announcements and postings; candidate screening

for minimum qualifications; offers of employment and recommendation for salary

placement per negotiated agreements budgets and district policies and procedures;

and ensures new employee orientations are conducted.
as the primary district lead for working with building administrators and others

on the delineation of staffing needs recruitment and selection processes to fill

vacant positions in accordance with bargaining agreements and the districts goals

for student achievement.

the teacher cadre and other human resources programs for the purpose of early identification of excellent teachers and hiring them to provide a pool of quality teachers for hire by principals and directors. Other programs including the Student Teacher Recruitment and Placement Program and Alternate Routes candidates and any other means of identifying the best teachers as early as possible shall be utilized to place teachers in the Cadre. Appropriately place cadre teachers in positive school assignments and work to support and mentor the cadre teacher.
appropriate marketing materials to positively promote the district and its programs in recruitment and retention efforts to attract participants that will enhance the quality of the Districts administrative teaching and classified staff. Develop and maintain professional relationships with college and university Deans of Schools of Education for effective and successful recruiting and placement of student teachers in the district.
functions and strategies that lead to the successful recruitment training retention and satisfaction of high-caliber student oriented staff. Functions include job/career fair scheduling and arrangements. Attends job/career fairs with appropriate building staff to generate qualified applicants. Provides information on district job opportunities to potential applicants and issues contracts or letters of intent to hire agreements when appropriate.
with administrators and directors to review staffing reports and budget and use collected data to assist in making informed decisions regarding annual staffing needs.
with and explain policies practices and HR services to district staff and other individuals. Must use sound judgment when dealing with distraught and angry individuals in the handling of sensitive issues.
the recruitment cadre classified and certificated tuition assistance and Teacher Selection Interview budgets in consultation with the Executive Director for Human Resources.
as a member of the human resources management team. Assist the Executive Director for Human Resources manage the functions of the Human Resources Department. Provides research recommendations and solutions for issues at hand; and analyzes evaluates and monitors trends to facilitate departmental planning and budgeting.
a variety of complex and sensitive written correspondence and report generation as necessary.
professional certification and study to remain current on best practices in human resources. Respond positively to suggestions for professional improvement and modifies own behavior on the basis of self-appraisal.

QUALIFICATIONS
and Experience
1. BA in human resources educational administration public administration or appropriate related field AND three (3) years of progressively responsible experience in school administration or human resources; OR
2. AA degree in human resources AND training and experience that demonstrates expertise in planning and personnel management at the senior level of responsibility; AND

3. Certification as a Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) through the Society for Human Resources Management or a comparable certification in human resources.

Knowledge Skills and Abilities
1. Knowledge of diverse academic socioeconomic cultural and ethnic backgrounds of the districts students and communitys citizens.
2. Knowledge of effective management techniques to include human motivation.
3. Knowledge of Federal State and local statutes applicable to public schools employment and human resources.
4. Knowledge of recruiting marketing and branding principles and techniques.
5. Knowledge of school finance and budgeting.
6. Demonstrated skill and proficiency in oral written and presentational communication.
7. Excellent human relations and communication skills.
8. Ability to establish and maintain effective working relationships with administrators staff and community.
9. Ability to take initiative work independently and effectively manage multiple projects with conflicting deadlines and/or priorities as well as work effectively within a team environment.
10. Ability to research issues and problems interpret and analyze data prepare comprehensive reports and recommend sound conclusions.
11. Excellent ability to work with a diverse group of people from different viewpoints and backgrounds. Able to handle conflict and resolve differences with calm reason and creative thinking.

V. WORKING CONDITIONS

Work is performed in an office environment. Required to travel to various school and community sites and recruiting locations. Occasionally exposed to distraught angry or hostile individuals. Must be able to use fingers hands and arms; listen carefully while filtering out normal office noise; see clearly; sit stand walk twist bend reach push and pull with normal effort; lift 25 pounds. Prolonged exposure to video terminal display as well as exposure to normal office equipment and their chemicals such as copier fax machine telephone etc. Teamwork and high productivity requirements frequently create extra hours attendance at meetings before and after work and additional weekend work.

CONDITIONS OF EMPLOYMENT

Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303.
