PROJECT IMPLEMENTATION
- Contribute for target setting of Yangon LPK site; sets up work objectives and action plans for the project site team members.
- Deliver the targeted outputs and results according to the action plan follows up achievements monthly at least against targets identifies problems and explore possible solutions with relevant team members.
- Check data collected are accurate consistent and coherent; reports monthly program activity data to Head Quarter M&E department.
- Review monthly & weekly dashboard data feedback and discuss with the site team to monitor the achievement of the targets.
- Supervise/ Monitor of monthly field activities provide feedback to the relevant team leader and ensure timely reports are received and acted upon.
- Collect formal and informal feedback from beneficiaries and local stakeholders about the project with a view to improve services to clients.
- Actively take part in annual or bi-annual program reviews.
- Monitor the KPSC activities (occasional activities according to program requirement) to ensure the objectives of the activities are met.
- Ensure and well-functioning of Peer Mobilizer model with SNS team leader.
STAFF MANAGEMENT
- Supervises Community Outreach Organizers (Male and Female) SNS team leader designs job description is part of the recruitment panel appraises performance identifies training needs and training for them.
- Gives regular feedback to site team members about the program and team management in Yangon LPK site.
- Review targets and objectives of peer educators and staffs whether achieving or not the activities are implementing according to LPK guidelines to ensure quality activity.
- Collaborate with Project Manager for anticipation of workload evolutions definition of needs and selection of staff.
- Provides staff orientation and if relevant induction training for newcomers.
- Review and verified updated staff leave and coordinate with LPK HR department.
- Fully awareness of LPK terms and condition for service providers and ensure that they follow the contract agreement.
- Conduct regular team meeting with all team members explore issue and decides together with site team to proper solution.
- Support the Program Manager in overseeing staff supervision particularly in areas of disciplinary management and conflict resolution.
PROGRAMME MANAGEMENT AND STRATEGY
- Take part in all needs assessment of the target population (in site) to align with organizational strategies and program designs.
- Keep updated about the clients situation in respective geographical area as well as the high-risk and marginalized population context including cruising points quarterly.
- Program Design and strategy based on information of updated population size estimation HIV prevalence among targeted population and available services in site level.
- Make sure new program activity if require implementation in sites according to the program strategy.
EXTERNAL and INTERNAL REPRESENTATION & COMMUNICATION
- Represent as regional counter-part for LPK program with stakeholders (NGOs local authorities and communities) for respective region.
- Better coordination with Township Medical Officer in Yangon Region.
- Can be called in support to supervisors for specific meetings with local authorities.
ADMINISTRATION LOGISTICS AND FINANCE
- Guarantees the compliance to LPK finance guidelines such as human resources policies/guidelines administration rules procurement rules stock management cash management in the sites under his/ her supervision.
- Identifies current and future needs (staffing equipment consumables) for sites under his/ her supervision and gives inputs into budget constructions for donor budgets.
Qualifications :
Technical Knowledge:
- Must have good technical knowledge of supervising and managing programs and activities.
- Must be University Graduate.
- Must Have at least 1-2 years of experiences in project management with a team composing at least 10 people.
- Experience in HIV/TB program is an advantage.
- Experience in working with high-risk and marginalized population is an asset.
Operational management:
- Must be able to manage effectively in all LPK activities to meet assigned tasks.
- Must lead a team of more than 10 persons with diverse backgrounds of high-risk and marginalized population.
Communication:
- Must have good communication skills and capacity to effectively represent LPK at local level.
- Must have a positive relationship with LPK communities the high-risk and marginalized population.
