The Air Dominance Execution Organization is seeking to hire a Proposal Manager. This position will report directly to the Associate Director Proposals as part of the Air and Space Defense Systems (ASDS) SBU and the Air Dominance Sub-Strategic Business Unit (SSBU) in Tucson Arizona. This role is intended to equip the incumbent with the essential program management skills and will act as a catalyst into an AMRAAM program management role.
The proposal manager will lead and assist on proposal efforts within the Air Dominance SSBU at an average value of over $800M per year including ROMs NTEs and firm proposals. Proposals include United States Government (USG) Foreign Military Sales (FMS) and Direct Commercial Sales (DCS). Partners with all proposal team members (e.g. Contracts Program Management Scheduling Engineering SCM Finance Pricing Operations etc.).
This is an onsite role in Tucson AZ. Relocation is not available.
What You Will Do
Organize and lead proposal teams to produce on-time complete and compliant proposals that support efficient negotiations with the customer.
Review pricing for accuracy and reasonableness consistency and compliance of BOEs and that the cost volume is responsive to each RFPs requirements.
Assist with BOE tracking and approval within the Standard Bidding Tool.
Responsible for preparation of required Bid and Submit Gate sign off packages and support of fact-finding negotiation and post-award audit activities.
Responsible for effective communication and leadership to ensure the team understands the return on investment & how their decisions affect the business deal.
Work closely with the program managers during negotiations to provide justification for BOEs and construct counter offers leading to a handshake.
Utilize knowledge of EX/IM and security to drive compliance.
Qualifications You Must Have
Typically requires: University Degree or equivalent experience and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years experience.
Experience working government programs (large/complex) with Direct Customer interfaces both internal and external including a broad international supply base.
Required Security Clearance: Active and transferable U.S. government issued security clearance is required prior to start date.
U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

Tucson AZ: salary range for this role is 124000 USD - 250000 USD. The salary range provided is a good faith estimate representative of all experience levels.
