Job Description

The M25 is one of our Flagship projects in the UK! It is the most used part of the UK Strategic Road Network with it seeing over 200000 vehicles per day and its a critical infrastructure asset for personal and goods vehicles into and around our capital. The network includes around 800 structures and 5 tunnels so it requires high levels of performance constant improvement and repairs to keep it operating smoothly.

Weve formed a Joint Venture project called Connect Plus Services (CPS) to work with our partners to widen operate and maintain the M25 under a 30-year contract and we are looking for a Planned Maintenance Manager to oversee the safe and efficient deliver of a 3m Annual Maintenance programme across the M25 network. The Planned Maintenance team will be responsible for maintaining the linear assets which will include pavements VRS barriers fences signs and lines within their geographical areas. 

Leading a team of approximately 40 maintenance staff and overseeing the work of subcontractors youll promote a culture where everyone is committed to doing their work in the right way with public safety always at the forefront. Youll proactively mitigate risks conduct regular depot/site inspections and manage the safe deployment of resources.

Youll also support the Defect Team to ensure the timely completion of repairs and work closely with the Roadspace/Scheduling Hub to keep the Programme on track. Additionally youll manage the planned maintenance budget for your area track progress and identify opportunities to reduce costs.

Your effective leadership and focus on continuous improvement will ensure the M25 network remains safe resilient and in top condition.

Key responsbiities: 

Maintenance Management:

  • Manage the end-to-end delivery of the annual maintenance programme within your area ensuring activities are completed on time and within budget.
  • Ensure accurate data entry into the maintenance management system and provide network knowledge to support in shaping the annual maintenance plan.
  • Work closely with the Roadspace/Scheduling Hub to monitor roadspace status aiming to keep the programme on track with minimal changes and address issues as they arise.
  • Identify opportunities for site sharing to enable efficient delivery of our service.
  • Define clear work requirements for each maintenance site to manage network risks.
  • Support the Reactive Maintenance Lead with the timely and efficient completion of Cat 2.1 repairs by providing resources and identifying works co-ordination opportunities.
  • Continuously improve driver standards to meet key BB reporting metrics.
  • Actively monitor vehicle utilisation and oversee the management of the vehicle fleet to ensure efficient use and maximisation of availability.
  • Support the Commercial team with supplier procurement and performance management fostering a resilient high quality and cost-effective maintenance supply chain.
  • Ensure adequate supervision is in place for all works activities and oversee the availability and efficient management of internal resources for these activities.
  • Participate in on-call rotas for Silver Command and Winter Maintenance as required.

Safety and Compliance:

  • Lead the achievement of Zero Harm objectives maintaining a safe working environment for all employees and contractors.
  • Oversee the safe and compliant delivery of maintenance activities including the deployment of workforce vehicles plant and equipment.
  • Proactively identify and mitigate operational safety risks
  • Conduct regular site and depot inspections reporting on good practices and areas for improvement.
  • Monitor the standard of briefings delivered by supervisors ensuring all operatives receive face-to-face briefings before each shift and records of briefings are maintained.

Leadership:

  • Manage and develop a high performing team providing clarity of responsibilities monitoring performance and supporting growth and development.
  • Ensure team members are well-equipped for their roles by monitoring and implementing all necessary training.
  • Champion talent development and succession planning to build a capable workforce.
  • Foster a culture of collaboration through regular communication and knowledge sharing.
  • Ensure timely and thorough investigations of any HR H&S and damage/misuse incidents

Financial:

  • Manage the planned maintenance budget for your geographical area ensuring financial targets are met without compromising service quality.
  • Ensure accurate record keeping is in place to provide detailed monthly reports on progress including completed works and cost performance against the budget (including unit costing).
  • Identify opportunities to drive efficiency and reduce unit rates annually.

Continuous Improvement & Sustainability:

  • Continuously evaluate operations for opportunities to improve the way we deliver driving innovation and efficiency across the team.
  • Support the achievement of sustainability objectives ensuring maintenance activities align with environmental best practices and CPS long-term goals.

Qualifications :

  • Experience in the delivery of highways maintenance operations or similar transferable experience
  • Appropriate CSCS qualification
  • SMSTS qualification
  • Strong communication and stakeholder management skills
  • Ability to manage multiple projects simultaneously
  • Strong leadership skills and experience driving performance and productivity
  • Ability to adapt to and manage change leading teams through operational adjustments and ensuring smooth transitions
