Job Description

Position Title: Coordinator of Professional Learning and School Choice

Reports To: Executive Director of Organizational Development and Student Learning Experiences

TERM: 261 Days

SALARY: In accordance with Berkeley County Pay Scale according to degree level and years of experience with applicable index.

FLSA: Exempt Employee

The Coordinator of Professional Learning and School Choice plays a dual-role in supporting both instructional professional development and student/family engagement in learning pathways such as home instruction Hope Scholarship and other school choice options. This role sits at the intersection of teaching and learning operations and family supportstrengthening district-wide implementation of high-quality PD and ensuring legal and strategic alignment with West Virginias evolving educational landscape.

The position collaborates with academic coordinators (ELA/SS and Math/Science) instructional specialists and operations staff to develop and implement professional learning structures aligned to the districts vision. Additionally the coordinator ensures compliance with WV school choice laws and facilitates resources and guidance for families navigating alternative learning pathways.

PREFERRED EXPERIENCE:

Masters degree (or higher) in Curriculum and Instruction Educational Leadership or a closely related field.

Demonstrated evidence of strong instructional delivery including the ability to model and support research-based strategies for a variety of stakeholders (e.g. teachers specialists school leaders).

Minimum of 5 years of experience in education with evidence of strong instructional delivery and adult learning facilitation.

Knowledge of WV school choice laws (charters Hope Scholarship home instruction) strongly preferred.

Experience in designing coordinating and delivering professional development for adult learners.

Ability to work collaboratively in a fast-paced dynamic environment.

Strong organizational communication and interpersonal skills.

Previous experience serving as an instructional coach professional learning facilitator or similar leadership capacity.

Familiarity with adult learning theory effective PD structures and district-wide instructional systems.

Knowledge of instructional models (e.g. Gradual Release Inquiry-Based Learning) and data-driven decision making.

Knowledge Skills and Abilities (KSA):

Instructional Design & Adult Learning

Deep understanding of adult learning theory instructional coaching practices and evidence-based teaching strategies.

Ability to design model and facilitate professional development that engages diverse learners and promotes sustained instructional improvement.

Familiarity with instructional frameworks such as Gradual Release of Responsibility standards-aligned instruction and multi-tiered systems of support (MTSS).

Policy Compliance & Family Engagement

Knowledge of West Virginia education policy including school choice legislation (e.g. WV Code on home instruction Hope Scholarship and charter schools).

Ability to interpret and apply education policy into actionable procedures that are both compliant and family-centered.

Skill in developing informational resources and communicating complex policies clearly to families educators and community partners.

Leadership & Collaboration

Capacity to lead cross-functional initiatives involving curriculum operations special education attendance and data departments.

Strong facilitation skills to guide collaborative planning PD sessions and multi-stakeholder meetings.

Proven ability to build relationships and establish trust across schools departments and community agencies.

Systems Thinking & Data Use

Proficiency in using education data systems (e.g. WVEIS) for enrollment tracking program impact reporting and decision-making.

Ability to analyze qualitative and quantitative data to inform PD design monitor compliance trends and support continuous improvement.

Organizational & Communication Skills

Excellent written and verbal communication skills tailored to a wide range of audiences.

Strong organizational abilities including managing multiple projects coordinating logistics and maintaining accurate records.

Adaptability and resourcefulness in a dynamic fast-paced environment.

PERFORMANCE RESPONSIBILITIES:

Professional Development & Instructional Support

Design coordinate and facilitate professional development sessions for instructional operational and service personnel.

Serve as lead coordinator for major district initiatives such as BCS SkillsU the Principal Summer Conference and other division-wide training events.

Partner with ELA/SS and Math/Science Coordinators to ensure coherence and strategic alignment in PD content and delivery.

Provide support and modeling for Academic Intervention Mentors (AIMs) Academic Specialists and school-based instructional leaders.

Coordinate logistics scheduling and follow-up for PD events; collect and analyze feedback to inform ongoing improvements.

Work across departments to support site-based learning needs and technical assistance aligned with district goals.

Stay current on adult learning theory and research-based instructional coaching practices.

School Choice & Learning Pathways

Lead district compliance and implementation of WV school choice options including home instruction Hope Scholarships and charter school transitions.

Serve as a liaison to the WV Department of Education Treasurers Office private school partners and families to ensure accurate information enrollment tracking and legal compliance.

Provide professional learning to central office and school staff around school choice protocols and procedures.

Develop communication tools and family-facing resources to ensure equitable access to alternative learning options.

Collaborate with departments including Special Education Data & Attendance and Finance to support program monitoring and reporting.

Perform other duties as assigned by the Executive Director of Organizational Development or Deputy Superintendent of Instruction and Leadership.
