Job Summary:
The Contractor shall work under the management of the Associate Director Architect Engineering and Construction Contracting Division (AEC) or his/her designee Office of Contracting and Personal Property Management (OCon&PPM) months each.
The Contractor shall prepare acquisitions for all of the Smithsonians 21 SI Museums Research Centers and National Zoo. Shall adhere to all Federal Acquisition Regulations (FAR) as applicable the Procurement Contracting Procedures Manual (PCPM) which is the policy for Smithsonian Institution court decisions Office of Management & Budget U.S Government Accountability Office and Comptroller decisions and similar applicable laws from other countries (i.e. Panama) that require extensive interpretation and adaption.
Contractor shall be knowledgeable in a wide range of Contracting Types i.e. ( Firm Fixed Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) and Time-and-Materials (T&M) or Time-and-Labor Hours Design-Build Architect-Engineer Contract (A/E) and methods i.e. (Sole source contracts
Small Business Set-Aside (SSSBS) Job Order Contract (JOC) Guaranteed Maximum Price (GMP) and Construction Manager at Risk (CMAR) contracts).
Responsibilities:
Duties described reflect the full performance of a 1102 GS-9/11 level. Duties will be performed in a developmental capacity under close supervision. Draft solicit negotiate contracts for architecture/engineering renovation construction design and services contract to support Smithsonian projects and programs. Generate and/or review solicitation documents such as Request for Proposals contracts
modification sole source justifications source selection memorandums and other various Statement of Work and Independent Government Estimate (IGE) for accuracy and
completeness and accurate use of contract laws regulations GAO principles and practices.
