Job Summary:

As a first line working supervisor this position plans coordinates and provides day-to-day supervision of line operations at ports of entry or field enforcement offices; completes andmaintains employee performance planners and annual evaluations; assists subordinates to interpret and communicate the provisions of state and federal motor vehicle codes pertaining toregistration operator licensing tax credential financial responsibility size/weight and vehicle safety requirements. Establish schedules and work assignments; review work products orachievements; evaluates work and formulate plans for improvement; supervises inspection of motor carriers for violations issues citations trace origin and manufacturers vehicle codenumbers for identification; inspects commercial vehicles at terminals ports of entry and on the billings or charges on pro-rated; collects and provides receipts for payments or deposits;completes shift reports. Directs the deployment of the Arizona Management System principles and guidelines efforts of the Bureau. Individuals who have served honorably as a peaceofficer in Arizona and their certification as a peace officer has lapsed or served in another State may be eligible to gain Arizona POST certification through the Waiver Testing. Peace OfficerPhysical Aptitude Test (POPAT) is required. Background check and In-state travel is required.

Job Duties:
  • Counsels instructs trains and evaluates subordinates in proper work methods and requirements; reviews work of subordinates remains informed of theirperformance ensures compliance to required duties; makes planner entries and reviews performance progress with subordinates; schedules and assignswork to subordinates.

  • If assigned to a Border position performs CVSA inspections.
    If assigned to Field Inspections perform vehicle identity inspections and registration compliance details.
    If assigned to a Port of Entry participate in size and weight enforcement and CVSA inspections.

  • Confers with area supervisors peers and management staff; prepares reports and gathers statistical analyses from work product; interacts with other agencies testifies in court; plans coordinates and oversees enforcement details; reviews investigates and resolves complaints from either the public orinternal sources; keeps supervisor informed on progress of investigations.

  • Performs same duties as subordinates issuing permits screening commercial driver/vehicle credentials weighing commercial vehicles performingenhanced vehicle identity inspections registration compliance commercial vehicle safety inspections and all other duties performed by Enforcement andCompliance Field Enforcement Officers when required.
Knowledge Skills & Abilities (KSAs):

Knowledge in:
*Knowledge of pertinent state and federal motor vehiclelaws rules and regulations Title 17 Title 28 ECD Policies andProcedures.
*Law enforcement practices procedures and InternationalFuel Tax Agreement (IFTA) requirements.
*Enhanced Vehicle Identification Inspection processtechniques and procedures Transport; commercial vehicleinspections.
*Investigative techniques and methods.
*ADOT safety policies and procedures; ADOTNon-Discriminations policies.
*HazMat regulations and procedures;.
*Supervisory principles and techniques.
*Size and weights enforcement permit sales ADOTaccounting policies and procedures.
*Have previously served as a certified peace officer inArizona another state or federal agency and meet all of theminimum qualifications for certification.

Skill in:
*Skills in supervising subordinates.
*Interpreting relevant state and federaltransportation/motor vehicle laws rules and regulations.
*Establishing and maintaining effective relationships withstaff members and the public.
*Problem resolution; computer usage; verbal and writtencommunication.
*Have completed the basic and advanced training thatdemonstrates substantial comparability to the Arizona basiccourse.
*Google Platform.

Ability in:

*Must be able to use computers for daily operations andcommunications with subordinates and supervisors.
*Ability to interpret motor vehicle laws rules and regulations.
*Resolve discrepancies and problems expeditiously;effectively motivate staff toward program accomplishmentsand services.
*Attain and maintain Commercial Vehicle Safety Alliance(CVSA) certification.
*Quality and maintain firearms certification.
*May be required to obtain a commercial drivers license(CDL).
*Being a CDL holder is subject to periodic drug testing.
*To obtain an appointment from an Arizona LawEnforcement Agency.
*Ability to coach and develop employees including continuousimprovement practices and principles

Selective Preference(s):

An individual who has served honorably as a peace officer in Arizona and their certification as a peace officer has lapsed or served in another state or a federal agency may be eligible togain Arizona POST certification through Waiver Testing in lieu of attending an Arizona peace officer basic course at an as an Enforcement Field Officer. Experience as an operational supervisor in a law enforcement or regulatory program.

Pre-Employment Requirements:

Arizona Peace Officer Standards and Training (AZPOST) Full Authority certification. Weapons certified in accordance with AZ P.O.S.T. standards CVSA Certified Valid Drivers License. Theposition also requires a Commercial Vehicle Safety Inspector Certification an Arizona Post Firearms Certification.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
