Core Responsibilities:

This position serves as the lead staff person in design and implementation of the Certified Community Behavioral Health Clinic (CCBHC) model in Maine. CCBHCs provide a comprehensive range of behavioral health services directly or in partnership with Designated Collaborating Organizations (DCOs) with a focus on coordinated care and the use of evidence-based practices. The process of designing and implementing the CCBHC model for Maine has been a multi-year effort involving significant collaboration across sectors and within DHHS. While the CCBHC model officially launched in March 2025 through the federal CCBHC Medicaid Demonstration there is ongoing work to onboard additional provider organizations refine the CCBHC model and Medicaid operational supports and evaluate further delivery system changes to reach intended outcomes.

The CCBHC Project Director provides overall project leadership and management of the CCBHC model:
Ensures the CCBHC initiative is aligned with DHHS priorities through regular collaboration and communication across DHHS offices.
Oversee vendors through procurement and contract management for CCBHC efforts; plan direct and coordinate work of all necessary personnel across offices advisory groups and vendors to accomplish CCBHC objectives.
Establish workplans timelines project milestones and identify the staff/organizations responsible for each activity.
Write and present updates and reports on project activities to various audiences; deliver or co-deliver presentations to external stakeholders and committees regarding implementation activities and accomplishments.

Oversee contracts with vendors for analytic technical and other support.

Minimum Qualifications:

To qualify you must have an eight (8) year combination of education and/or experience comprised of healthcare social service or health plan administration; health planning; policy or program design and implementation; healthcare-related program operations or project management. Professional and/or clinical degrees in behavioral health human services public administration healthcare administration public health public policy or other comparable field is highly preferred.

Preferred experience includes:

Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations
Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage

The background of well-qualified candidates will demonstrate the following competencies:

1. Broad knowledge of behavioral health issues and behavioral health service delivery related to adult and child populations.
2. Experience working within healthcare insurance and/or reimbursement health care delivery systems and/or population health.
3. Ability to analyze evaluate and interpret data to inform decision-making.
4. Experience managing programs related to healthcare service delivery and/or public health including development and implementation of workplans quality assurance processes and communication strategies.
6. Ability to work collaboratively with diverse project partners consumers and providers of health and behavioral health care.
7. Ability to gather synthesize and summarize a variety of information from many sources.
8. Excellent written and oral professional communication skills.

The Office of MaineCare Services (OMS) within DHHS administers the states Medicaid program which provides free or low-cost health insurance coverage for low-income Mainers so they can access the health care services they need to work care for family go to school and participate in the community. OMS works collaboratively with other State agencies the Legislature the Office of the Governor MaineCare members health care providers and other health care purchasers on statewide healthcare improvement initiatives. OMS is committed to advancing health equity efforts to improve access to care and positive health outcomes for all low-income Mainers. OMS provides benefit coverage and support services in alignment with Department goals federal requirements and State statutes. OMS also provides oversight necessary to ensure accountability and efficient and effective administration of the states Medicaid program.

This is position is located within the OMS Delivery System Reform unit and will report to the Associate Director of Delivery System Reform. The Delivery System Reform unit seeks to improve outcomes through changes to health care operations delivery rates and/or payment models. The team incorporates clinical social fiscal and operational considerations into the design and implementation phases of these MaineCare initiatives and assists in the transition into ongoing operations. Members of the Delivery System Reform unit collaborate with internal and external stakeholders to achieve program goals.
