Job Description

Job Title: Health IT Business Analyst Electronic Health Records (EHR) Support
Location: Richmond Atmore Office
Department: Health IT Unit

Work Schedule:
Onsite Requirement: 4 days per week at the Richmond Atmore office (Hybrid 4 days onsite 1 day telework: Tues/Wed/Thurs)

Job Overview:
The Health IT Business Analyst will support the implementation and enhancement of the Electronic Health Records (EHR) solution for the Department of Corrections (DOC). This role will focus on analyzing clinical processes and defining Health IT requirements aligned with the department s mission and strategic goals. The analyst will work closely with clinical staff IT leadership and vendors to ensure successful translation of clinical needs into functional EHR specifications and ensure compliance with standards such as HL7 (V2 CDA FHIR).

Key Responsibilities:
  • Support the implementation integration and ongoing optimization of the EHR system.
  • Collaborate with clinical users and IT leaders to gather analyze and document clinical requirements (non-billing related).
  • Translate clinician input structured Health IT requirements that align with organizational strategy.
  • Participate in the full project lifecycle including planning design development testing deployment and maintenance.
  • Perform business analysis of clinical workflows documenting functional requirements and identifying opportunities for system improvements.
  • Provide support for system testing including UAT integration testing and system validation (planning execution issue resolution).
  • Ensure downtime readiness procedures and internal performance reporting on system response time and SLAs.
  • Assist in developing and maintaining SQL queries and reports to support data analysis and decision-making.
  • Utilize Power BI for visualization and presentation of health data trends and system usage metrics.
  • Ensure compliance with VITA project management standards and internal procedures related to system development procurement and enhancement.
  • Contribute to issue resolution and production support to ensure uninterrupted clinical operations.
  • Coordinate with infrastructure and architecture teams to ensure technical alignment with system requirements.
Required Qualifications:
  • Bachelor s degree in Health Informatics Information Systems Clinical Science or a related field.
  • Minimum of 3 5 years of experience as a Business Analyst in a clinical healthcare or biotech environment.
  • Experience with EHR systems including implementation and support.
  • Working knowledge of HL7 standards (V2.x CDA FHIR) and healthcare interoperability frameworks.
  • Strong skills in requirements elicitation documentation analysis and tracking.
  • Applied experience in SQL querying and Power BI reporting/visualization.
  • Proficient with Microsoft Office 365 tools including Excel Word PowerPoint and Teams.
  • Experience in systems integration and UAT testing including test case creation execution and reporting.
  • Excellent written and verbal communication skills.
  • Strong problem-solving and analytical abilities with attention to detail.
Preferred Qualifications:
  • Experience supporting EHR systems within correctional health settings.
  • Familiarity with healthcare IT standards and privacy regulations (e.g. HIPAA).
  • Experience working under VITA (Virginia Information Technologies Agency) standards is a plus.
