The Office of Cityscape and Franchises of the NYC Department of Transportation seeks to hire an Administrative Project Manager to serve as Executive Director of Revocable Consents. A revocable consent is the grant of a right to an individual or organization to construct and maintain certain structures on over or under the inalienable property of the City (the streets and sidewalks).
Under the supervision of the Associate Deputy Commissioner of Cityscape & Franchises with wide latitude for independent judgment the Executive Director will oversee the Office of Revocable Consents which has issued over 1000 revocable consents to private entities throughout the City approving such structures as pipes conduits stoops security infrastructure etc. The Executive Director will also oversee the issuance of numerous agency agreements and agreements with other governmental entities promoting the goals of governmental efficiency and interagency collaboration. In addition to the supervision of unit staff by the Director of Design and Plan Review and the Director of Operations and Data Management the Executive Director will oversee the review and approval process of projects from start to finish.
The Executive Director will serve as program director for all mayoral priority projects including renewable wind and solar transmission line geothermal well and protective design projects. The Executive Director is responsible for responding to various internal inquiries regarding encroachments as well as methods for approving the installation of various structures on the City right-of-way. The Executive Director will also be responsible for all communications and coordination with DOT Legal DPR Legal Mayors Office of Climate & Environmental Justice NYPD and FDNY City State and Federal agencies foreign governments NYCEDC NY state public benefit corporations private real estate developers transmission developers hospitals universities corporations religious institutions and public utilities.
TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF ADMINISTRATIVE PROJECT MANAGER OR BE REACHABLE ON THE ADMINISTRATIVE PROJECT MANAGER CIVIL SERVICE LIST OR BE ELIGIBLE UNDER THE 55A PROGRAM.

Qualifications :
1. A baccalaureate degree from an accredited college in engineering architecture landscape architecture business administration or public administration and five years of full-time satisfactory experience in the planning administering or expediting of engineering design and/or construction or coordinating a very large engineering project two years of which must have been in an administrative managerial executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in 1 above; two years of which must have been in an administrative managerial executive or supervisory capacity; or
3. Education and/or experience equivalent to 1 or 2 above. An accredited Masters degree in one of the disciplines described in 1 above a law degree or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However all candidates must have the two years of the administrative managerial executive or supervisory experience as described in 1 above.
