The City of Richmond Department of Public Utilities is seeking a qualified applicant to fill the position of Program and Operations Supervisor for Development Services. The incumbent will serve as the DPU liaison for the department for all internal and external inquiries related to permit and plan review ensure continuity of services during staff shortages and updating and maintaining the Department SOP to ensure consistency across division and provide refresher training/guidance to internal staff as needed.
Managing the DPU permitting processes and ensuring adherence of DPU permitting to all applicable City Code
Assisting in the refinement of the Departments various division processes that are associated with the web based EnerGov application
Assisting the Development Services Engineering and Cross-Connection staff as needed with researching utility records for projects
Working with field operations and maintenance to determine service status along with any additional information needed
Handling customer complaints
Creating reports
Working with internal and external customers to ensure the timely installation of water and gas services
Long range planning
Setting strategic direction
Hiring and developing a professional and experienced support staff
implementing data and records management strategies for all plans and permits reviewed by the department
Other duties as assigned

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts electrical currents vibrations etc.; atmospheric conditions such as fumes odors dusts gases and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people imminent danger and a threatening environment.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk hear see and perform repetitive motions; and occasionally climb stoop crouch reach stand walk push pull lift finger grasp and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties this classification is considered to be light work exerting up to 20 pounds of force occasionally up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
