Summary


King County Metro Transits Capital Division is seeking two (2) Transit Vehicle Procurement Administrators. The Transit Vehicle Procurement Administrator is responsible for all phases of the transit bus fleet acquisition capital project management and contract administration processes including design development of specifications writing requests for proposals procurement process management and award of contracts and purchasing.This position is responsible for both procuring and managing high value and complex contracts. All facets of contract administration and project administration related to the acquisition production delivery and acceptance of transit revenue fleet rolling stock are combined into the job requirements of the Transit Vehicle Procurement Administrator.

POSITION INFORMATION: This recruitment is open to all King County employees and the public. Additional consideration will be given to King County career service employees. This recruitment will be used to fill two current Career Service (regular) Vacancies. This recruitment may also be used to create an eligibility pool for future temporary and career service (regular) vacancies in this classification over the next twelve months at the discretion of the hiring manager.

Job Duties


  • Acquisition of revenue fleet rolling stock for Metro Transit.
  • Develop and manage the Bus Assembly Inspector Training Program.
  • Direct coordinate and oversee the activities and members of the Metro Transit Bus Procurement Team through each of the key procurement phases:
  • Management and administration of contracts for rolling stock procurements.
  • Management of all projects in the bus fleet replacement program.
  • Planning executing and administering short term and long-term fleet plans and bus replacement schedules for Metro Transits fleet of 1450 buses.
  • Develop independent cost estimates forecast and estimate prices for future bus purchases project cash flows for large and frequent capital outlays.
  • Review bus manufacturers documentation engineering drawings design prints quality assurance plan and work practices to ensure compliance with KCM specifications.
  • Provide technical assistance to bus manufacturer with respect to interpreting understanding and applying the technical specifications of the contract during assembly of the buses.
  • Identify design issues and work in conjunction with Transit Fleet Contract Management Group (TFCMG) to approve the bus manufacturers resolution of these issues throughout the pre-production production and assembly stages.
  • Lead and/or participate in meetings with bus manufacturers officials including production meetings; assembly meetings; daily/weekly quality circles; production team meetings; QA meetings; company-wide team meetings involving production engineering contracting & QA teams.
  • Maintain effective working relationships with bus manufacturer employees suppliers contractors subcontractors and KCM coworker Bus Assembly Inspectors.
  • Participate in the recruitment selection and training of Bus Assembly Inspector candidates.
  • Perform other related tasks as assigned.

Experience Qualifications Knowledge Skills


Minimum Qualifications:

  • Three to five years of experience in one or more of the following areas:
  • Contract administration and management
  • Supervision and management of personnel
  • Project Management with a cradle to grave emphasis
  • Maintenance Analyst
  • Warranty Administration
  • Bus Assembly Inspection

Desired Qualifications:
  • Knowledge of transit bus or heavy-duty vehicle maintenance preferably in a variety of areas including mechanical electrical and electronic and body/chassis.
  • Knowledge of contract administration project management quality control production and administration.
  • Familiarity with quality assurance and quality control principles and techniques in a manufacturing environment.
  • Skill in developing analyzing and implementing procedures.
  • Skill in identifying and resolving potential and existing issues with project scopes terms and deliverables for contracts amendments and change orders.
  • Excellent verbal and written communication skills are necessary to resolve contractual disputes and to convince the manufacturer to initiate action.
  • Demonstrated skill in developing and maintaining effective working relationships with manufacturers vendors and internal customers.
  • Negotiation and facilitation skills.
  • Skill in comprehending analyzing and interpreting technical information for targeted audiences.
  • Skill in using current office software programs including word processing spreadsheets databases and other software applications.
  • Demonstrated ability to read comprehend and interpret procurement contracts technical specifications and engineering drawings.
  • Demonstrated ability to work effectively under pressure and meet multiple deadlines.

Work Schedule:

Our regular business hours are 40 hours per week Monday through Friday. However work outside of these hours may occasionally be required. This position is classified as exempt under the Fair Labor Standards Act and therefore is not eligible for overtime pay.

Work Location:

The work associated with this position will be hybrid with a combination of teleworking and onsite work at multiple locations as needed. The office location is at King Street Center (201 S. Jackson St. Seattle WA).You will be required to travel at least 35% of the time for extended periods in sometimes extremely cold climates. Employees must reside in Washington state and within a reasonable distance of their King County worksite to respond to workplace reporting requirements.
