The job duties and responsibilities may vary depending on the level at which the incumbent is hired. The job duties and responsibilities listed below are for the Human Resources Specialist position and represent the duties and responsibilities that the incumbent will be expected to fulfill at the end of the training series.
80% Human Resources Functions:
Working in conjunction with ADA-Business the HR Analyst is responsible for the recruitment of management of and providing direction to the employees of the assigned District. Processes and implements the full range of employee administration functions required to recruit and manage personnel and payroll related actions including appointments performance adjustments promotions reallocations separations etc. Responsible for ensuring the accuracy and integrity of data including but not limited to; bank details cost distribution data planned work schedules date specifications (agency hire date anniversary dates adjusted services and leave accrual dates next performance adjustment dates etc.) tax withholding information personal data organizational data as well as other personnel related data. Incumbent maintains confidential files for both active/retired employees ensuring compliance with Civil Service rules and regulations Federal and State laws as well as Agency and District policies and procedures. Maintains and prepares confidential employee records for pre-employment drug testing. Incumbent serves as the primary point-of-contact in receiving and resolving Employee Administration issues/problems for the assigned District. HR Analyst consults with employees within the District on a regular basis regarding salary calculations leave accrual taxes complaints performances issues etc. Incumbent is responsible for preparing documentation for all disciplinary actions and terminations; consulting with local management and Headquarters HR as needed in obtaining supporting documents and providing unbiased opinion on such matters to District Administrator and Section Heads. Incumbent is responsible for preparing applicable documentation ensuring its accuracy and compliance with applicable Federal State Civil Service Agency and District Rules regulations policies and procedures.
HR Analyst assists the ADA-Business as a strategic partner to the District Administrator section heads managers and supervisors regarding the staffing needs of the District. Ensuring open positions are posted in a timely manner utilizing both internal and external sources as necessary. Responsible to screen applicants based on required qualifications and forward information to hiring manager. Incumbent consults with the hiring manager ensuring hiring process is in compliance with applicable Federal State Civil Service Agency and District rules regulation policies and procedures. HR Analyst is responsible for observing and auditing interviews for probationary and promotional appointments throughout the District identifying strengths and opportunities for improvement. Incumbent confers with hiring manager and senior staff regarding non-compliance concerns.
Incumbent is responsible for on-boarding process including but not limited to verifying employment eligibility ensuring the accuracy of all employment documents advising new-hire of payroll beneficiary and insurance options and processing of information in applicable State systems.
HR Analyst coordinates Annual Enrollment period for insurance benefits scheduling meetings and personal consultation to explain benefits. Active employees retirees and their dependents with insurance matters questions and change concerning benefits. Completes proper insurance forms including pre-existing documents as required. Confers with supplemental insurance agents to enroll employees and/or change selections.
HR Analyst counsels employees concerning retirement eligibility retirement options and terminal leave dates ensuring the employee the maximum advantage of leave and benefits; consulting with Headquarters HR as necessary. Incumbent is responsible to ensure proper documentation and processing of employees retirement choices including continued employment after completion of DROP period.
Incumbent serves as point-of-contact for all employee related claims including but not limited to disability death ADA accommodations and assists employees with Employee Self Service access and issues/problems. Incumbent assists District managers and supervisors with the Transitional Return to Duty program in accordance with department policy. Coordinates and prepares job descriptions to create and establish new positions and update existing positions. Updates SF-3 s for cyclical reviews annually as designated by the Headquarters HR Compensation Unit.
15% Reporting (LAGov HCM and Table of Organization/Vacancy Activity):
Generates and reviews various reports related to employee administration (personnel actions and payroll entry) verifying the completeness and accuracy of data entered. Provides appointing authorities with LAGov HCM generated reports for upcoming performance adjustments PES evaluations and attainments of permanent status.
HR Analyst works in conjunction with the DOTD Program Director to compile data and prepares weekly HR transmittal for the District Administrator and Section Heads keeping supervisors apprised of the TO for District staffing and projected needs. Maintains and updates District Organizational chart as needed.
5% Miscellaneous
May be required to perform other duties as necessary including but not limited to emergency/disaster support activities.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Human Resources Analyst B - $1491.20/biweekly
Human Resources Analyst C - $1648.00/biweekly

This position is in a Career Progression Group (CPG) and is being posted at the following levels: Human Resources Analyst A Human Resources Analyst B or Human Resources Analyst C. The maximum salary for the Human Resources Analyst C is $84302.00.
