Description

Position Overview:

The Sr. Physical Security Specialist is a key member of a multi-disciplined security team tasked with ensuring that Department of Defense (DoD) physical security requirements are met. Specifically the Sr. Physical Security Specialist will be responsible for ensuring that Sensitive Compartmented Information Facilities (SCIF) and Special Access Program Facilities (SAPF) accreditation and compliance standards are met for OSD / SCO site(s) and sponsored compartmented areas. The Sr. Physical Security Specialist provides direct support and assistance with the day-to-day physical security demands of Client facilities to ensure compliance standards are maintained. Additionally the Sr. Physical Security Specialist provides guidance and assistance to assigned personnel and subordinate stakeholder

industry performers that support SCO programs.

The Physical Security Specialist duties may include but are not limited to the following:

  • Provides recommendations and guidance for establishment of new and maintenance of existing secure facilities that are used to support classified SCO programs and personnel.
  • Analyzes complex physical security issues and provides cost-effective recommendations that meet policy requirements.
  • Provides agency level technical expertise concerning physical security standards and how those must be applied to ensure compliance with policy.
  • Performs site security inspections of both government and contractor facilities to determine if they meet requirements for Sensitive Compartmented Information or Special Access Program Facility accreditation.
  • Works collaboratively with external organizations to develop solutions for new and emerging physical security challenges that impact SCO efforts.
  • Plans and coordinates security support for SCO physical security requirements world-wide.
  • Reviews and as required prepares the Fixed Facility Checklist (FFC) Co-Use / Joint Use Agreement(s) Transition of Cognizance (TOC) documentation and supplemental as-built drawings to facilitate the accreditation process for SCO sponsored facilities.
  • Coordinates security issues with members of the DoD the IC and other officials as required to support establishment of Temporary Secure Working Area(s) (TSWA) Special Access Program Controlled Area (SAPCA) Tactical Sensitive Compartmented Information Facility (T-SCIF) as needed to mature development of SCO programs.
  • Conducts risk management surveys and renders recommendations and if warranted impact statements to enable SCO Security leadership to rule on physical security concerns that directly impact SCO equities.
  • Formally submits completed and reviewed submission packages for physical security accreditation through appropriate channels in support of SCO efforts.
  • Maintains accurate information about all SCO sponsored accredited facilities and actively monitors and tracks submitted applications through the review and accreditation process.
  • Prepares and delivers briefings to internal and external customers as required to support SCO equities.
  • Prepares monthly reports to reflect current status of all outstanding applications and state of SCO sponsored facilities as required.
  • Responsible for drafting and routing correspondence through appropriate internal and external channels for concurrence and accreditation of SCO sponsored accredited facilities.
  • Other related duties as assigned.

Required Skills (Knowledge Skills Abilities)

  • Thorough knowledge and experience implementing applicable ICD ODNI DoD and Executive Order standards relevant to Physical Security. (i.e. ICD 705.2 Technical Specification DoDM 5205.07 Vol. 3 CNSSAM TEMPEST 1-13 installation guidance et. al.)
  • Demonstrated ability to conduct security reviews (CONUS & OCONUS) of SCIF/SAPFs and DoD controlled areas
  • Demonstrated ability to prepare professional correspondence supporting accreditation recommendations and risk mitigation analysis reports.
  • Proven ability to work autonomously and to develop and deliver concise executive level reports and presentations as required to support the duties and responsibilities of this position.
  • Prepared and able to support (up to 20%) travel requirements CONUS and OCONUS.
  • Ability to make critical judgments away from host support activities while on travel with sufficient delegated authority from USG Security leadership
  • Superior oral and written communication and interpersonal skills.
  • Strong problem-solving abilities and flexibility to pick up and adapt to new concepts technologies and challenges quickly.
  • Ability to read interpret and identify conflicts within architectural drawings and knowledge of local building code requirements highly desirable.
  • Ability to multitask and operate effectively in a dynamic and evolving work environment.

Qualifications

Security Clearance Requirement

TS/SCI and SAP experience required

Educational and Position Requirements

Bachelors degree within relative security field desired with seven (7) years physical security experience. Eleven (11) years of physical security experience and relevant training or military occupational specialty will be considered in lieu of a degree.
