Description

The County Administrator is responsible to the Hennepin County Board of Commissioners and is the chief executive officer responsible for the overall management and strategic direction of county operations. This role demands a visionary leader with a proven track record of managing large complex organizations. The County Administrator will collaborate closely with elected officials deputy county administrator assistant county administrators and other stakeholders to drive the county toward its strategic goals and objectives. The County Administrator will also play a crucial role in fostering a culture of innovation and excellence within the organization ensuring that Hennepin County remains at the forefront of public service delivery regionally and nationally.

About the position type:
This position reports to the County Board of Commissioners is full-time benefit-earning and unclassified.Unclassified positions are non-permanent (at will).You must be a current regular or probationary employee of Hennepin County to apply for this position. Limited duration employees are not eligible to apply.

Location:
This position is hybrid and officesat the Hennepin County Government Center and other locations throughout the county. Due to the business needs of the position it is a requirement that the selected candidate reside in Minnesota or Wisconsin.

In this position you will:
  • Provide visionary leadership and strategic direction to county lines of business ensuring alignment with the countys overarching goals and objectives.
  • Formulate and enforce county policies programs and services to drive continuous improvement and innovation.
  • Steer the countys financial strategy including public finance and budgeting to ensure fiscal responsibility and long-term sustainability.
  • Oversee and guide capital projects enhancing county infrastructure and services.
  • Develop and execute strategic plans to address complex and multifaceted challenges facing the county.
  • Cultivate a culture of excellence fostering communication creativity and forward-thinking solutions.
  • Establish and nurture strong relationships with elected officials community leaders and other key stakeholders.
  • Lead initiatives that advance policies and practices that promote equitable opportunities for all employees and residents.
  • Drive employee engagement and professional development to build a high-performing motivated workforce.
  • Inspire trust and confidence among stakeholders through decisive and effective leadership.
  • Provide oversight and assume responsibility for crisis management ensuring preparedness and effective responses to natural and human-made crises.

Need to have:
  • Bachelors degree in public administration business administration or a related field.
  • A minimum of 10 years of leadership experience in a large complex organization and proven ability to prioritize and manage multiple complex issues simultaneously.
  • Exceptional strategic thinking and problem-solving abilities.
  • Direct experience working with elected officials.
  • Demonstrated commitment to equity and the reduction of disparities.

Nice to have:
  • Advanced degree in public administration business administration or a related field.
  • At least three years of executive level experience within Hennepin County.
  • Experience in a government or public sector organization.
  • Knowledge of Hennepin Countys policies programs and services.
  • Inspirational leadership skills with a demonstrated ability to lead a diverse team of executives.
  • Strong track record of building trust and confidence with stakeholders.
  • Demonstrated expertise in public finance and budgeting project management and overseeing capital projects.
  • Strong communication and interpersonal skills.
