Metra is one of the largest and most complex commuter rail systems in North America serving Cook DuPage Will Lake Kane and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe reliable and efficient commuter service.

Metras Safety and Environmental Compliance Department is responsible for the implementation oversight and coordination of the agencys passenger and employee safety programs. In addition to safety programs the department oversees rail safety education and outreach programs and emergency evacuation training for first responders. The department is also responsible for reporting railroad incident and accident data to federal and state regulatory agencies. The departments environmental compliance function includes inspection and testing for environmental safety (air quality hazardous materials storage etc.) at Metra-controlled facilities. The department also oversees environmental mitigation employee training and the agencys hazardous waste disposal program.

Reporting to the Manager Safety Reporting and Risk Reduction the Safety Compliance Analyst will administer and manage regulatory compliance reporting of all railroad injuries accidents and incidents; and assist with the implementation administration and management of all agency and federally regulated safety programs and plans.

The primary duties include collect various notifications and reports of injuries equipment and grade crossing accidents and incidents rail signal activation failures false proceed signals and hours of service violations to be reported to the Federal Railroad Administration (FRA); and ensure accuracy of all reported information. Maintain multiple databases to record accident injury and other incident related information includes entering purchase orders into enterprise resource planning for PPE orders; run monthly quarterly annual reports; and perform trend analyses utilizing data from various sources including key performance indicators (KPIs) the FRA Injury Ratio report and district department and craft-specific with the implementation administration management and audit of safety related programs plans and reporting functions in accordance with agency policies procedures and local state and federal regulations such as the System Safety Program (SSP) and required System Safety Program Plan (SSPP); conduct hazard analysis; track hazards and corrective actions through to resolution; and update internal control documents as and lead the monthly employee injury review meeting; generate and distribute reports for various other meetings including the Board of Directors Labor Management Committee (LMC) and external entities. Complete and submit reports of incidents occurring on agency-owned lines and with contract carriers to the Federal Transit Administration (FTA) utilizing the National Transit Database (NTD) system; ensure the accuracy and integrity of all submissions; and respond to FTA requests for data or amended for the safety objectives goals and program of the organization ensuring compliance with applicable safety rules and otherrelated duties as assigned to meet the ongoing needs of the organization.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act not the Social Security Administration.

  1. Bachelors degree in Occupational Safety and Health Urban Planning Public Administration or a related field OR in lieu of specified degree any combination of education and experience may be substituted for the required degree that equals four (4) years in safety administration or operations.
  2. In addition to #1 four (4) years of safety public administration or operations experience that includes performing trend analyses and compliance reviews.
  3. Thorough knowledge of the principles and practices of safety methods relative to risk management safety and accident prevention.
  4. Knowledge of safety regulatory requirements guidance and programs of the Department of Labor (DOL) and Department of Transportation (DOT) and their respective operating administrations: the Occupational Safety and Health Administration (OSHA) FTA and FRA.
  5. Knowledge of the following regulations related to the transit or railroad safety is preferred: 49 CFR 225 - Railroad Accidents/Incidents: Reports Classification and Investigations; 49 CFR 228 - Passenger Train Employee Hours of Service; Recordkeeping and Reporting; Sleeping Quarters; 49 CFR 270 - System Safety Program; 49 CFR 673 - Public Transportation Agency Safety Plans.
  6. Knowledge of basic statistics; concepts principles and practices of hazard analyses; and system safety rules and regulations.
  7. Proficient Microsoft 365 (Word Excel PowerPoint); Power BI is desired.
  8. Strong written and verbal communications and interpersonal skills.
  9. Excellent attention to details and strong analytical and organizational skills.
  10. Ability to research and understand regulatory guidelines and stay abreast of updated or new legislation or guidance.
  11. Ability to establish and maintain effective working relationships with employees and managers.
  12. Ability to learn new systems and programs used in the reporting of injuries accidents incidents and events appropriately.
  13. Ability to keep files secure and maintain confidentiality when working with sensitive information.
  14. Must possess and maintain a valid drivers license.
  15. Ability to stand walk and/or sit for extended periods of time.
  16. Must be able to operate a vehicle.
  17. Must be willing to travel within Metras 6-county region.
  18. Must be available to work flexible hours in the early morning late afternoon evenings or weekends.

Preferences:

  1. Transportation or railroad industry knowledge and experience.
  2. World Safety Organization (WSO) certification in transit safety or Transit Safety & Security Program (TSSP) Transportation Safety Institute (TSI) certification
