JOB OVERVIEW:
Under the supervision of the Director of Housing Services the Program Manager is responsible for the overall daily operations of housing-focused client-centered case management services and supervision of the designated Rapid Rehousing (RRH) and Tenant-Based Rental Assistance (TBRA) programs which offer rental assistance combined with linkages to employment and other services to end clients homelessness as well as create longer-term self-sufficiency.
This position directly supervises and coaches staff; oversees internal audits; and delivers the appropriate services as outlined by HUD for both the HOME ARP TBRA Program and PHMC Family CoC Rapid Rehousing programs. Additionally the Program Manager is responsible for maintaining community relationships with public and private organizations as well as providing reports and documentation as necessary for the successful operation of both the Rapid Rehousing and TBRA programs.
The ideal candidate will demonstrate the ability to work flexibly with housing participants landlords funders other internal and external stakeholders and service providers to ensure the compliance and success of the RRH and TBRA programs.

RESPONSIBILITIES:
Program Management & Supervision
- Provide leadership guidance and direct supervision of the program and program staff.
- Meet with housing staff biweekly to provide individualized supervision.
- Meet biweekly with the Director of Housing Services for supervision.
- Oversee service delivery and develop quality control measures to maintain adherence to the outlined program guidelines and performance outcomes.
- Collaborate with the Director of Housing Services to generate and analyze program reports monthly to identify trends and make projections or recommendations for program improvements.
- Respond to emergency and priority situations such as safety and security as they relate to program participants.
- Engage in cross-functional collaboration with internal departments and external partners on planning and implementing housing-related services for Rapid Rehousing programs.
- Provide management of personnel issues among housing staff and keep the Director of Housing Services abreast of any issues.
- Ensure that case files of RRH and TBRA programs are complete orderly and in compliance with program standards and grant requirements.
- Manage RRH and TBRA staff time approve leave and review and sign timesheets.
- Support the development of policies and procedures for both the RRH and TBRA programs.
- Conduct program monitoring for all Rapid Rehousing and TBRA programs every month.
- Supervise train and mentor housing staff to improve community-wide data meet program performance goals and the quality of programs and services available to families and individuals experiencing homelessness.
- Provide monthly updates on Rapid Rehousing and TBRA placements and performance to the Director of Housing Services
- In collaboration with the Director of Housing Services set annual housing placement goals for both the Rapid Rehousing and TBRA programs to support the housing staff in reaching the established program outcomes.
- Utilize data-driven analysis and forecasting to measure and evaluate the performance of the Rapid Rehousing and TBRA programs.
- Ensure that program files are complete with all the required documentation and act as the point of contact during monitoring visits by funders.
- Support the development of program policies and procedures for Rapid Rehousing programs to streamline and improve services.
- Identify staff development needs and work closely with the team to bring in training opportunities and identify areas for professional growth in coordination with the Director of Housing Services.
- Respond to all housing-related inquiries from all landlords and stakeholders.
- Perform other duties needed to help drive the organizations vision fulfill the mission and abide by the organizations values.
Client Services
- Provide guidance and oversight around all aspects of service. This includes outreach referral resources landlord relationship building and housing navigation and case management services.
- Ensure that staff members are working with tenants to develop good neighbor habits.
- Coordinate interventions with case managers behavioral health providers and other supportive services both internal and external to ensure that services delivered promote housing retention and community integration.
Financial
- Ensure that financial packages for monthly rent security deposits and move-in costs adhere to the outlined HUD guidelines for both the TBRA and RRH programs.
- Ensure the monthly delivery of the monthly rent to landlords and ensure the compliance of income eligibility of all program participants per HUD guidelines.

- Knowledge of techniques for working with individuals from various socioeconomic ethnic and cultural backgrounds
- Strong understanding of health systems community-based organizations and partners in the designated service area(s)
- Working knowledge of affordable housing and related resources in Philadelphia County
- Advocacy counseling and/or coaching skills
- Knowledge of best practice approaches to working with families
- Strong knowledge of the complexity of homelessness and comorbidities including mental illness trauma substance abuse aging domestic violence HIV/AIDS related issues and chronic health issues as well as factors that negatively impact low-income and multi-ethnic communities

QUALIFICATIONS:
Education
Bachelors degree in social work behavioral health public health or a related field required (BSW preferred)
Experience
Minimum of 3 years of related experience in social services or public health including experience in the following areas:
- Working with individuals groups couples and families
- Working with diverse populations low-income individuals and individuals from different religious backgrounds
- Crisis intervention
- Advocating for clients to help them identify risk reduction strategies
SALARY GRADE: 19
