The Health Department is located on Rucker Avenue in Everett WA situated a few blocks from the main Snohomish County Campus. The department integrated with Snohomish County in 2023 sitting under the Executive Branch of County government. The successful Director will oversee 3 Divisions Office of the Director Prevention Services and Environmental Health. The operating budget over the biennium 2025-2026 budget is $with an approved FTE of 196.05.

BASIC FUNCTION

The Health Department Director is responsible for the development and efficient delivery of public health services and programs throughout Snohomish County. The Health Department Director is expected to have a full working knowledge of local public health programs laws and regulations. This position requires innovative leadership and active collaboration with a diverse range of departments agencies and community partners and managing a dynamic department to equitably address public health issues in a rapidly changing community environment.

Job Duties

STATEMENT OF ESSENTIAL JOB DUTIES

  1. The director shall act as executive secretary and administrative officer for the local board of health and shall be responsible for administering the operations of the board including such other administrative duties required by the local health board except for duties assigned to the health officer as enumerated in RCW 70.05.070 and other applicable laws.
  2. Plans organizes coordinates and directs all operations of the department including strategic planning training and exercise and develops and implements strategic short and long-range plans programs goals and objectives in alignment with the County Executives mission vision and values.
  3. Fosters and leads a collaborative caring work environment that empowers staff to thrive and work to their fullest potential. Leads and mentors the leadership team and staff to work with compassion honesty and integrity. Responsible for building and strengthening the leadership skills of all staff to develop strong community-based partnerships. Motivates team to achieve organizational goals delegates and holds staff accountable.
  4. Negotiates and manages contracts for services and local government agreements between the Department and outside entities in accordance with Snohomish County Code and policy. Assures grant and contract compliance and grant administration for all grants received through the department.
  5. Supervises and directs the work of subordinate employees.
  6. Conducts and/or reviews performance evaluations to guide the development of employees and provide a record of performance. Interprets and applies personnel policies; reviews revises and authorizes consistent employment actions. Initiates documents and implements disciplinary actions. Establishes performance standards. Makes administrative decisions.
  7. Reviews interprets and prepares data to analyze and make recommendations about which programs and/or major project proposals should be initiated modified or discontinued.
  8. Recommends and implements changes in staffing and structure consistent with changing public health roles and department goals and objectives.
  9. Formulates and administers comprehensive public health programs based on needs and available resources. Makes recommendations to and consults with the Board of Health on general policies procedures goals and proposals and methods of service delivery for public health programs.
  10. Prepares and submits the annual department budget; prepares and/or supervises the preparation of departmental program plans goals and objectives in alignment with the County Executives vision mission and values and funding requests; and administers the approved departmental budget.
  11. Coordinates departmental operations with other County departments the Board of Health and the Public Health Advisory Committee outside jurisdictions agencies and community partners; confers with and advises County elected officials on various issues and challenges concerning the department.
  12. Prepares and/or supervises the preparation of County public health policies rules and regulations for consideration and approval by the County Executive and adoption by the County Council.
  13. Ensures enforcement of ordinances state and federal rules and regulations policies and procedures and appropriate utilization of revenue generated through permit application and enforcement fees.
  14. In collaboration with the Health Officer will Serve as a key advisor to the County Executive and Council on matters related to public health.
  15. Represents the health department as appropriate at committees/task forces and associations. Serves on various health department and other governmental management teams and related community-wide committees as appropriate. Provides high-level public health leadership and perspective regarding a wide range of issues.

STATEMENT OF OTHER JOB DUTIES

Performs special projects that may be outside the normal areas of assignment as directed. May be tasked with performing related duties. Related duties are duties that may not be specifically listed in the position description but are within the general occupational series and responsibility level typically associated with the employees classification of work.

Minimum Qualifications

MINIMUM QUALIFICATIONS

ABachelors Degree from an accredited institution in public administration public health health services management or a closely related field; PLUS six (6) years of experience in public health management or health services management/administration including three (3) years of management experience; OR any equivalent combination of training and/or expertise that provides the required knowledge and abilities

PREFERRED QUALIFICATIONS

Masters degree from an accredited institution in a health-related field or business-related field is preferred and may substitute for up to (2) two years of the experience requirement.

SPECIAL REQUIREMENTS

A valid Washington State Drivers License is required. Applicants may be subject to a background check pursuant to RCW 43.43.83

SUPERVISION

The employee reports directly to the County Executive through an assigned Executive Director. The employee is responsible for all operations of the department and the work is preformed independently in conformance with the County Code County Health Code and various state and federal laws rules and regulations governing the work. Work is reviewed through meetings status reports and results obtained.

WORKING CONDITIONS

Most of the work is performed in the usual office environment or remotely with occasional field trips to work sites throughout Snohomish County. Some out-of-county travel may be required. The employee may also be required to work evenings weekends and holidays as necessary.
