QinetiQ US is seeking a Transition Manager (TM) to lead and oversee the full lifecycle of contract transition activities for a high-visibility Department of Defense (DoD) program. This role ensures the seamless transfer of personnel services processes and work-in-progress from the incumbent contractor while maintaining mission continuity for the USSOCOM customer.
Serve as the primary point of contact for all contract transition activities during the Transition Phase-In period (up to 126 days).
Plan schedule and execute all transition requirements including staffing on-boarding facility access systems permissions and documentation transfer.
Lead the development submission and execution of both Transition Phase-In and Transition Phase-Out plans.
Coordinate closely with the Contracting Officer (KO) Contracting Officers Representative (COR) and Government stakeholders providing regular status updates written reports and transition schedule deliverables.
Ensure full operational readiness of contract personnel at the conclusion of the transition phase.
Demonstrated experience as a Transition Manager overseeing a large scale professional service contract transition of at least 100 personnel within DoD or equivalent Government agencies.
Proven experience planning and executing Transition Phase-In and Phase-Out Plans for programs of similar size and complexity.
Minimum of three (3) years of USSOCOM or JSOTF intelligence experience at the Operational Level of Warfare.
Active Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
Active TS/SCI security clearance. #qinetiqclearedjob
Eight (8) years of DoD experience in operations or intelligence disciplines with at least three (3) years directly supporting USSOCOM or JSOTF.
Experience leading and supervising teams applying industry-recognized project management best practices.
Bachelors degree in a relevant field or closely related discipline.
