Job Description

Human Resources Consultant

Saskatchewan Distance Learning Centre requires a permanent full-time Human Resources Consultant. The position will be located in our Regina Administrative Office and commence on August 1st 2025 or a mutually agreed upon date.

Sask DLC is a Treasury Board Crown Corporation created to deliver high-quality and equitable online learning programs to students across the province. Sask DLCs head office is located in Kenaston with an administrative office in Regina and regional campuses located in Estevan Kenaston La Ronge Moose Jaw Neilburg Nipawin Prince Albert Regina Saskatoon Swift Current and Yorkton.

Human Resources Consultant Responsibilities

Reporting to the Director of Human Resources the Human Resources Consultant is responsible for overseeing the instructional and support staff recruitment and employment process. The Consultant serves as the primary point of contact to senior leadership and staff in a variety of areas including recruitment onboarding employee and labour relations employee leaves or professional development and general HR support.

Primary Responsibilities

  • Be a leader in human resources management and strategic initiatives.
  • Works collaboratively with corporate services and school-based staff across the organization to support the strategic and operational recruitment priorities of the organization.
  • Proactively deliver and support human resources programs across the Saskatchewan Distance Learning Centre.
  • Creates job postings pre-employment assessments interview guides and schedules interviews as required.
  • Prepares offers of employment in a timely manner monitors expiring contracts and supports new employees in organization onboarding.
  • Oversees the completion of the employee performance appraisal process in accordance with the guidelines.
  • Collects organizes analyzes and reports on workforce data as required.
  • Monitors compliance with human resource related administrative procedures collective agreements and programs ensuring alignment between procedures and practice.
  • Assists in the interpretation of employment legislation and collective agreements.
  • Works collaboratively with outside agencies including but not limited to: CUPE STF and SPTRB.
  • Consult coach and develop staff based on knowledge of current human resource theory models principles and practices including emerging trends of human resource management labour relations classification recruitment and staffing
  • Support staffing classification organization design labour relations compensation and payroll/benefits.
  • Identify potential risks and develop mitigation strategies based on knowledge or understanding of emerging internal and external trends and issues that have HR implications in the organization;
  • Develop and foster strong collaborative relationships to build agreement for human resource recommendations and strategies.
  • Performs other duties as may be required or assigned by the Director of Human Resources.

Knowledge Skills and Abilities

  • Generalist HR background with strong understanding in staffing teacher classification organization design labour relations compensation and payroll/benefits.
  • Demonstrated skills posting positions interviewing applicants and hiring candidates including contract offers and onboarding documents.
  • Proven ability to work effectively in a team-based environment with excellent interpersonal organizational analytic and problem-solving skills.
  • Well-established leadership strengths with a focus on building a culture of high performance and accountability based on strong values and principles.
  • Exhibits ability to analyze and assess information support organizational design and facilitate or present HR policy to stakeholders and education partners
  • Displays ability to lead projects delegate tasks and measure success
  • Demonstrates consensus building skills; results oriented with well-developed critical thinking skills and a talent for building developing and guiding teams;
  • Diplomatic professional persuasive and tactful with well-developed written and oral communications skills and the ability to work with and influence a variety of stakeholders.
  • Ability to work in a fast-paced environment and effectively manage high volumes of work.
  • Ability to address individuals with sensitivity and professionalism.
  • Effective time management skills with the ability to prioritize work.
  • Demonstrated attention to detail and ensures accuracy of own work.
  • Proficient in the operation of computers HR software Microsoft Office suite and other web-based applications.
  • Ability to manage confidential material and maintain staff and/or student privacy.

Education and Experience

  • Bachelors degree specializing in human resource management.
  • Significant (typically 10 years) experience as a human resource generalist;and/or an equivalent combination of education and work experience will be considered.
  • CPHR or IPMA-CP/CS or equivalent designation would be considered an asset.

Employment Conditions

  • Office environment/setting.
  • Typical core office hours (8:00 a.m. to 5:00 p.m.) Monday to Friday.
  • Travel as required.

Sask DLC offers a competitive salary (MCP06 $79200 to $102960) a comprehensive benefits package (health and dental) and pension (Public Employees Pension Plan PEPP).
