Job Duties
To enhance the correctional programs of the Commonwealth of Virginia by operating a viable business entity that provides jobs and work skills for sentenced offenders to help them successfully re-enter society and offers quality goods and services to our customers on time and at a fair price.
Virginia Correctional Enterprises (VCE) is a manufacturing and service agency that is focused on providing meaningful jobs and work skills for offenders and offering quality goods and services to our customers. For more information on our products services and locations visit .If hired by VCE you will start or restart a 12-month probationary period. This is for all New Hires Transfers returning State Employees.
Procure goods and services utilizing knowledge of procurement according to the policies and procedures of the Virginia Public Procurement Act and the Agency Procurement and Surplus Property Manual. Maintains sources of supply and promotes small women-owned and minority-owned business programs. Serves as first point of contact for eVA related issues and concerns as well as general procurement questions from agency staff. Assist and support manufacturing operations as needed to achieve strategic objectives for quality products accurate and complete orders within the delivery time specified. This position is required to complete and submit a Statement of Economic Interest.
Minimum Qualifications
High School Diploma or GED. Proficiency in computer keyboarding and MS Word Outlook and Excel. Skill in planning organizing record-keeping purchasing problem solving and training. Ability to effectively manage time maintain attention to detail prioritize and make decisions. Ability to work independently resolve problems and perform effectively in complex work situations that involve multi-tasking and procedural requirements. Ability to communicate clearly both orally and in writing listen effectively and handle difficult situations. Knowledge of the public procurement process contract administration and Small Purchase Charge Card Program (SPCC). Knowledge of the electronic procurement system eVA or other electronic purchasing system. Ability to work independently resolve problems and perform effectively in complex work situations that involve extensive procedural requirements.
Additional Considerations
Knowledge of general business strategic planning resource allocation raw materials production processes quality control costs and other factors impacting the manufacture and procurement of goods and services. Knowledge of sources of supply commodities price indices and manufacturing markets. Virginia Contracting Associate (VCA) or other purchasing certification. Must obtain State Certification as a VCA within one year of employment.
