Job Description

The Data and Assessment Manager is responsible for the procuring storing managing and reporting of all district data including assessment information. This manager provides training on systems and reporting to administrators; as well as faculty and staff when needed. The Data and Assessment Manager is a member of the district improvement team and in this role procures information that will provide baseline data trends and other information to assist in the improvement and strategic planning of the district. The manager is also responsible for developing implementing and overseeing database policies and procedures to ensure the integrity and availability of the databases as well as protect the district from FERPA APRA and HIPAA violations. She/he installs monitors and maintains student demographic student assessment staff demographic and other educational databases currently being used by the district while ensuring high levels of data availability and accuracy. The Data and Assessment Manager serves as a liaison with RIDE providing accurate data and ensuring the completion and accuracy of district and school reporting including the coordination of APRA requests under the supervision and as directed of the Superintendent or designee QUALIFICATIONS
  • Academic and professional experience in data management student information systems and student assessment.
  • Ability to meet deadlines and to present information to diverse stakeholder groups in a way that is understandable and comprehensive.
  • Strong working knowledge of database structures student record-keeping and state reporting.
  • Strong understanding of K12 educational database applications including Student Information Systems (SIS) student assessment databases etc.
  • Ability to train non-technical staff on data systems and school/district including administrators faculty and staff.
  • Experience collecting and reporting student data to RIDE under the guidance of the Superintendent or her designee.
  • Knowledge of applicable data privacy practices and laws including HIPAA FERPA and APRA (FOI)
  • Excellent communication and reporting skills.
  • Must be confidential as the Data Manager works with SIS.
  • Must be able to work independently and meet deadlines.
  • Customer-service oriented able to complete reports and other assigned tasks on deadline.
  • Ability to work confidentially particularly in respect to student records and APRA requests.
REPORTS TODirector of Technology and Superintendent or STATUSUnrepresented Staff Individual ContractDUTIES & RESPONSIBILITIES
  • In conjunction with District administration develop long-term strategic goals for district databases and reporting systems;
  • Coordinate district-wide assessments under the supervision of the Assistant Superintendent and Director of Technology.
  • As a member of the District Improvement Team provide data and research to help target and guide district resources for maximum benefit.
  • Develop reports and presentations using district data as needed to assist the Superintendent and Asst. Superintendent.
  • Work with student information staff and vendors appropriate RIDE departments and other district database providers to ensure accurate record keeping quality assurance and to meet all required district and state guidelines for reporting.
  • Develop and implement redundant systems policies and procedures for recovery and data archiving to ensure effective protection and integrity of data assets;
  • Develop data and user policies with the Director of Technology and other district administrators to protect the districts databases from misuse and intrusion;
  • Conduct research and make recommendations on database products services protocols and standards in support of procurement and development efforts;
  • Populate district and school data systems and maintain the accuracy and integrity of the districts databases;
  • Provide accurate district data to RIDE as currently required using existing processes (ERIDE) and new processes (ADT) being developed by RIDE for district implementation;
  • Train end users and develop related documentation on computer applications and on inputting data and accessing data from district databases;
  • Create models for new database development and/or changes to existing ones under the direction of the Technology Director;
  • Respond to and resolve database access and performance issues with District TechniciansPlan and coordinate data migrations between systems with District Technicians;
  • Create reports to easily access data in response to District Administrators needs;Perform database security audits;
  • Establish appropriate end-user database access control levels under the direction of Director of Technology;
  • Coordinate execute and deliver all APRA (FOI) related reporting to appropriate district personnel and/or legal designee(s);
  • Create accounts for new users remove or restrict accounts and implement a policy of account retirement for district applications as directed by the Director of Technology the Superintendent or Assistant Superintendent; AND
  • Other duties as assigned by the Superintendent or designee.
