Job Description

Join our team at Keolis Amey Metrolink (KAM) the largest light rail network in the UK!

Come and join our Health Safety Quality and Environment (HSQE) team we are recruiting for a Competence Systems Manager.

The Competence Systems Manager will be responsible for defining KAMs Competency and Fitness standards for all safety critical roles in line with the Railways and Other Guided Transport Systems Regulations 2006 (ROGS) PART 4 Regulation 24 (Competence and Fitness).

Working under the direction of the HSQE Director this role will define implement review and evaluate Competency Management structure ensuring all safety critical roles are aligned and assurance processes are in place to maintain compliance.

This pivotal position requires the ability to foster a culture of continuous improvement and excellence in managing our systems.

Key accountabilities will include:

  • Contribute to the delivery of a high performing team through ensuring objectives standards and key performance indicators are met.
  • Contribute to building an inclusive culture taking a zero-tolerance approach to unwanted behaviours and attitudes that go against an inclusive culture escalating matters to management when appropriate.
  • Contributes to outcomes that promotes a customer centric approach to ways of working.
  • Ensure own health safety and wellbeing in the workplace ensuring the zero harm principles and just culture is demonstrated in all ways of working.
  • Ensure compliance with relevant policies regulations and standards.
  • Formulate and implement a comprehensive Competence Management strategy for KAM ensuring standards are defined achieved and maintained through a robust assessment and assurance programme.
  • Ensuring the KAM Rulebook is regularly reviewed and maintained.
  • Lead the delivery of the auditing programme for KAMs competency management system processes and procedures ensuring performance and effectiveness is monitored reviewed improved and reported on. Integrating and embedding into business process in line with regulatory standards and best practice.
  • Be a visible presence and lead point of contact for operational leaders and managers to identify competence requirements and develop competency management frameworks (job specific and statutory).
  • Be the custodian of KAM safety critical risk-based training needs analysis.
  • Act as lead Internal Quality Assessor for the organisation.
  • Ensure an effective system is established for the control and maintenance for Competency Management.

What youll bring:

  • Qualified to Level 5 Diploma level in Education and Training or have equivalent training/L&D experience.
  • Possess an internal auditor qualification e.g. ISO 9001 or equivalent experience.
  • Possess an IQA Level 4 Certificate in Leading the Internal Quality Assurance of Assessment Process and Practice (or willingness to work towards)
  • Strong knowledge of audit principles techniques and best practices with a track record of successful audit planning and execution.
  • Applied knowledge of Railways and Other Guided Transport Safety Systems.
  • Strong emerging Competence Management and training trends practices and standard operating methodologies.
  • Relevant business experience desirably in passenger transport operations in heavy rail light rail or other highly regulated industry.
  • Experience in developing organisation wide training plans and development programmes.
  • Able to think within broadly defined organisational policies and objectives to establish competency management plans priorities and prescription of procedures for the organisation to follow.
  • Skilled communicator and influencer with the ability to develop collaborative working relationships in an environment where there is a conflict of priorities or use of resources.
  • Strong presentation and policy development skills.
  • Analytical skills to interpret detailed information and regulations.
  • Strong organisational and time management skills.
  • Ability to work independently and as part of a team.
