We are looking for a dedicated and strategic individual to help guide the development of new communities ensuring they are built to the highest standards in a way that is both sustainable and environmentally conscious.
Reporting to the Senior Development Engineer the Development Engineer plays an integral role in coordinating the development and servicing of new land as well as infill developments between the City of Edmonton and the private development industry. This position is a key contact for the residential development sector influencing many aspects of the land development process from initial planning and engineering design to financial cost-sharing and contract law.

What will you do:
- Negotiate prepare and administer multi-million dollar residential servicing agreements with developers on behalf of the City and private utility companies
- Review professional engineering drawings to ensure they comply with the conditions of subdivision approval and meet the Citys Design and Construction Standards
- Chair pre-circulation meetings and mediate any conflicting requirements from various approval agencies to ensure drawings are suitable for circulation
- Manage projects and submissions through online platforms like ePlan and eServices
- Oversee municipal infrastructure cost-sharing including understanding and applying development levies such as Arterial Roadway Assessments (ARAs) and Permanent Area Contributions (PACs)
- Serve as a key point of contact responding to inquiries about servicing levies and other land development requirements from developers consultants City Council and the public
- Administer the review and final approval of Construction Completion Certificates (CCC) and Final Acceptance Certificates (FAC) for new developer-built infrastructure
- Collaborate on process improvements and the negotiation of corporate policies with the land development industry
- Perform additional related duties as required
Skills required for success:
- Demonstrated knowledge of APEGA Guidelines Standards Practices as well as the Citys Profession Practice Management Plan (PPMP) and all Standard Operating Procedures (SOPs)
- Knowledge of the Municipal Government Act the City Design and Construction Standards and principles of contract law
- Strong written and verbal communication skills to effectively communicate with internal stakeholders professional members of the development industry and the general public
- Ability and experience in analyzing and interpreting detailed engineering drawings
- Strong knowledge and skill in various Google applications
- Demonstrated ability and excellent skills in collaboration problem solving decision making and negotiation
- Ability to work within a team and provide excellent customer service
- Ability to manage multiple assignments with minimal supervision while meeting timelines and completing work with attention to details
- Familiarity with the land development process in Edmonton from the establishment of Statutory Plans zoning and subdivision
- Customer oriented with an ability to think strategically to meet corporate goals and be politically aware
- Good leadership and team-building skills
- Demonstrated conflict resolution and negotiation skills
- Must be highly customer-oriented a strategist and possess political awareness
