The Opportunity:

Overview

Here at Multnomah County we know that a thriving diverse and talented workforce is critical to providing the best programs and services that meet our communitys and employees needs. As leader for talent acquisition and recruitment the Talent Acquisition Manager is responsible for developing countywide recruitment strategies & processes and developing workforce pathways that advance Multnomah Countys commitment to workforce equity.

This position oversees key organizational functions including: best practices in recruitment and selection interview panel skill development College to County and other internship programs that build job skills and enhance opportunities for program participants career development and new employee experiences and the management of candidate resources and employment information available on the Multnomah County public website. Additionally as the county advances to a centralized human resources model this position will be critical in providing advice and support in developing a countywide recruitment program.

This is a Limited Duration Assignment that is expected to last a year or more; although Limited Duration Assignments may end at any time. Limited Duration Assignments can be no longer than two years in duration.

Responsibilities in this role will include:

  • Partners with senior leaders recruiters and HR teams across the organization to design and implement equity driven best practices in interviewing assessment and selection strategies as the county advances to a centralized HR model.

  • Monitors emerging practices and develops recruitment and selection processes in alignment with county policies and applicable local state and federal laws. Updates and maintains the recruitment procedural handbook.

  • Supports the training and development of recruiters countywide in operational best practices and how to navigate Workday recruitment

  • Promotes the growth and development of internships career development programing and new employee experience strategies into the County by managing a team that oversees these areas.

  • Provide expert guidance on civil service procedures labor contract interpretation and recruitment related personnel rules across the organization. Respond and resolve confidential and sensitive recruitment related inquiries and complaints.

  • Leads the strategic development of centralized recruitment initiatives enhancing pathways to attract and cultivate a high-performing and diverse workforce.

  • Create and maintain external partnerships with community-based organizations professional associations educational institutions career fair opportunities and other stakeholders to enhance diversity in applications career development and internship opportunities.

  • Plans and manages information and resources available on the Multnomah County Jobs page that attracts and educates candidates.

  • May manage C-Suite executive recruitments across the organization typically in partnership with a consulting firm.

To Qualify

Minimum Qualifications/Transferable Skills:

  • A Bachelors Degree - in lieu of a degree will we consider equivalent years of related experience

  • Three years of experience in recruitment or workforce development strategies

  • Knowledge of civil service recruitment procedures emerging and proven best practices in recruitment interview processes and selection

  • Strong written and verbal communication skills

  • Demonstrated ability to promote a culture of respect inclusiveness and appreciation of diverse perspectives backgrounds and values

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • Experience developing and delivering training for HR functions

  • Experience building relationships and managing programs and/or teams in a highly matrixed and political environment

  • Experience with Workday/HRIS (Human Resources Information System)

  • HR certification (e.g. S/PHR S/CP and IMPA-S/HR)

Additional Information:

This recruitment may be used to fill full-time part-time temporary limited duration and on-call positions.

Type of Position: This salaried executive position is not eligible for overtime

Location: This position is eligible for routine telework however the incumbent must reside in Oregon or Washington. The onsite work location for this position is at the Multnomah Building: 501 SE Hawthorne Blvd Portland OR 97214. As with all routine telework positions employees may be required to come into the office on occasion.
