About this Job




This vacancy is located in the Office of Consumer Advocacy & Diversity/SHIP (Senior Health Information Program) Division.

Minimum Qualifications

Three years of experience in insurance administrative services investigations or law enforcement; OR

Six years of full-time work experience in any field; OR

A bachelors degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Communicates by telephone correspondence and/or meetings with company filing officials government representatives attorneys private individuals policyholders professional associations and the public regarding: rate filing information submitted or required; state insurance laws regulations and directives; licensing laws rules and regulations; examinations for licensing; and insurance company appointments.

Researches data of submissions from insurance companies involving use of rules and rates through the aid of computer and physical files; researches insurance laws analyzes legal information and insurance contracts renders decisions and composes correspondence to interested parties pertaining to insurance inquiries and complaints and conducts formal investigations regarding these inquiries and complaints.

Compares filing requests with other filings approved and disapproved for similarities in rules and rates requested; reviews insurance policy forms and contracts for compliance with Louisiana Insurance Code recommending approval or disapproval thereon; analyzes rule and rate filings submitted by insurance companies to assess appropriateness of requested changes and fairness to consumers.

Attends departmental hearings to give testimony based on investigative findings.

Cooperates with public agencies and private organizations in efforts to prevent detect and prosecute fraudulent insurance transactions.

Maintains familiarity with the Insurance Code and departmental rules and regulations which govern the administration of the insurance examinations.

Maintains several rating manuals for various lines of insurance.

Position-Specific Details:

This position is located within the Senior Health Insurance Information Program (LaSHIP) a division of the Louisiana Department of Insurances Office of Consumer Advocacy and Diversity. LaSHIP provides free unbiased assistance to Medicare beneficiaries across Louisiana to help them understand their Medicare options and benefits.

This position will be filled as a job appointment.



Key Functions Include:
  • Educating Medicare beneficiaries on the components of Medicare and coordinating insurance options
  • Counseling individuals in person by phone and in group settings
  • Assisting with enrollment in Medicare prescription drug plans and Medicare assistance programs
  • Conducting outreach presentations and participating in health fairs statewide
  • Traveling across Louisiana (some overnight stays required)
  • Preparing travel authorizations and expense reports
  • Collaborating with like-minded organizations for outreach
  • Maintaining up-to-date knowledge of Medicare Social Security and Medicaid
  • Participating in train-the-trainer efforts for LaSHIP counselors
Preferred Knowledge/Skills:
  • Familiarity with Medicare Medicaid and Social Security
  • Comfort with public speaking and community outreach
  • Strong interpersonal and communication skills
  • Experience in case management healthcare access or counseling
  • Ability to travel within the state including overnight trips
  • Cannot be an active licensed agent
As part of a Career Progression Group this vacancy may be filled from this recruitment as an Insurance Specialist 1 or 2 depending on the level of experience of the selected applicant. This vacancy is a Job Appointment or Probational. The maximum salary of the Insurance Specialist 2 is $70117.
