Please Note:This position has hybrid work arrangements employees are expected to report to the office at least 2 days a week. These arrangements are subject to change.


About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates numerous secure facilities that serve youth between the ages of 10 and 21 who are pre-adjudicated sentenced or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum a State-funded locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming the Division administers juvenile parole services throughout the State.

this Unit:
This work unit exists to provide a continuum of services for detained youth and youth who are committed to the Department of Human Services Division of Youth Services. The unit also serves to represent the Division with local juvenile justice partnerships committees statutorily mandated boards and governmental/private entities including but not limited to: district attorneys public defenders county departments of human services judicial officers juvenile probation local school districts and mental health centers. This unit provides oversight and fiscal support for detention services that may include screening assessment community supervision and treatment of pre-adjudicated youth through the Colorado Youth Detention Continuum. This unit also provides case management and juvenile parole services to youth committed to the custody of the Colorado Department of Human Services Division of Youth Services. This includes planning and oversight for youth in residential placement facilitation of multi-disciplinary teams the development of transition plans and parole plans and the active monitoring of juvenile parolees in the community. The region is charged with ensuring the safety and security of each youth staff and the community according to Colorado law. The Central Region Office is responsible for resource development and management to facilitate service provision and includes but is not limited to personnel and contract programs throughout 11 counties and five judicial districts.

About this Position:
This position manages residential contracts funds and resources for the Central Region Office. Key responsibilities include developing systems for record-keeping reporting and fiscal management and overseeing bed management by monitoring allocations and ensuring compliance with Division of Youth Services (DYS) protocols for youth placement. The role also ensures adherence to contract requirements and relevant laws and policies. Additionally it manages transition and aftercare services in the Central Region Office and works closely with the Office Director to implement effective bed management strategies. Responsibilities include providing expertise in placement planning analyzing system capacity identifying improvement opportunities and supplying crucial information to management. This position provides day-to-day direction for client managers including the development of bed management protocols systems and procedures. It also involves analyzing the needs and risks of youth evaluating available placement services assessing budget and policy requirements and determining future service funding and contract needs based on available resources.

Summary of Job Duties:
Fiscal Management:
  • In collaboration with the DYS Finance Office determine the procurement method needed to access resources.
  • In collaboration with the DYS Finance Office determine the type of contract modification documents needed to extend or change contracts.
  • In collaboration with the statewide DYS Regional Contract/Bed Managers Finance Office and the Regional Office Associate Director analyze fiscal and bed management data and trends to determine resource needs and implementation plans.
  • Identification and determination of billing discrepancies and providing direction and communication regarding a required resolution to ensure accuracy and reconciliation.
Contract Management:
  • Determine the contract documents to be completed. Example: Contract Amendment Option Letter.
  • Determine the procurement method needed.
  • Determine specific deadlines for submission of contract documents.
  • Determine changes and updates needed to the Exhibits within contracts.
  • Participate in determining personnel to take part in evaluation committees.
Bed/Resource Management:
  • Track the incoming and outgoing flow of youth and determine and authorize youth movements.
  • Provide direction and information regarding facility needs waiting lists and bed availability to Client Managers and Multi-Disciplinary Teams to help determine appropriate and timely placement.
  • Determine the type and specific information about the youth to be entered into tracking spreadsheets that are shared with various personnel.
  • Assist Client Managers Supervisors and Assessment personnel in determining if re-assessment of youth is needed and appropriate.
  • Facilitate the Statewide Bed Manager meeting.
  • Schedule and facilitate youth placement discussions.
  • Assist with scheduling transports with the sheriffs department or DYS staff.
  • Determine the need to borrow beds for committed youth the length of stay and the resource needs of each youth held at detention-only youth centers.
Performance and Data Collection Interpretation and Management:
  • Determine information to be reported on identified youth in the Division and Department data reporting systems.
  • Determine outcome/performance measures for residential contracts.
  • Determines strategies and action plans based on statistical outcomes.
  • Collect analyze and report on data requests from the Department and determine the means to improve outcomes on a regional level.
  • Determine the information to be shared with regional staff.
Community Liaison:
  • Determine if client referrals to CRBs and Parole Boards are appropriate.
  • Determine the needs of clients and families at local and state agency collaborative projects and meetings.
  • Determine what Division subject matter expertise and resources might be helpful and available.
  • Determine the need for Division participation at various entities groups and events and at what level.
  • Determine needs for resource development in various locations.
Colorado Youth Detention Continuum:
  • Reconcile and pay CYDC invoices.
  • Attend JSPC meetings and work groups.
  • Conduct monitoring of the CYDC fiscal agent to ensure compliance with the contract DYS policy Colorado Statutes and fiscal rule.
  • Facilitate discussions about monitoring findings and/or contract concerns.
  • Other duties as assigned

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights


MINIMUM QUALIFICATIONS:

Option 1 - Experience:
  • Seven (7) years of experience working with children/youth corrections work with detained and/or adjudicated youth or youth counseling.
    • Please note:This experience must be clearly documented on your application and the supplemental questions must be answered.
OR

Option 2 - Experience & Education:
  • A combination of related education in behavioral science childhood development correctional science corrections counseling counseling psychology criminal justice criminology education guidance and counseling helping/human services human and development police science psychology public safety rehabilitation counseling social work sociology or youth and adult corrections. and/or relevant experience working with children/youth corrections work with detained and/or adjudicated youth or youth counseling equal to seven (7) years.
Preferred Qualifications:
  • Strong understanding of Colorados Juvenile Justice System CDHS policies and procedures and statewide human services regulations.
  • Experience working with diverse populations and addressing issues of equity and inclusion.
  • Ability to establish collaborative relationships with internal and external customers i.e. Community Providers Courts Pre-trial Community Review Boards Parole Boards District Attorneys Office Probation Public Defenders Office
  • Detention Continuum mandates/functions and SB 286 rules and implementation strategy.
  • Experience writing and monitoring contracts.
  • Monitoring experience of a work unit related to juvenile justice mental health or other behavioral programs.
Conditions of Employment:

  • The Diana Screen a sexual risk screening tool is administered to all applicants to the Division of Youth Services (DYS) seeking positions of trust with children and teens to help ensure that ethical boundaries between children and adults are maintained. At the DYS the safety and protection of the youth who have been entrusted to us is our #1 priority. The results of the Diana Screen will be provided to the Division of Youth Services and may be used as part of the Divisions decision on whether I am selected.
  • Must be 21 years old or older.
  • Current/Valid and unrestricted US Drivers License.
  • This position requires travel to state-wide regional offices and attending meetings at different locations. This position will require being physically present at the various locations across the state to meet training needs. This position will have access to vehicles at the Central Region Office and will need to have the ability to travel throughout the work week.
  • Must have no felony convictions and no violent history.
  • Must be able to pass a drug screen.
  • Must pass a Full Background check: CBI name check and fingerprint check; Colorado court database; Medicare fraud database; Reference checks; Professional License Verification (if applicable); PREA (Division of Youth Services Only); For those with direct contact with children: Trails check; For those with direct contact with adults at the Mental Health Institutes Regional Centers and Veterans Community Living Centers: CAPS.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
