The Employee Services Division within the Metro Transit Department (MTD)seeks an experienced collaborative and motivated HR Manager Ifor theHR Information Management (HRIM) Team.

As the HRIM Manager you will lead cultural transformation oversee HR information related to people services and processes and drive continuous improvement through technology organizational design and data-informed decision-making.

This role is responsible for leading directing the work of and supporting Metros HRIM Team ensuring the effectiveness of processes that support position management contract implementation records management and other HR information processes. This role will also collaborate with cross-functional teams to enhance HR processes systems and tools ensuring optimal employee experiences and organizational effectiveness.

TheHRIM Manager is a member of the Employee Services Management Team (ESMT)and reports to Metros HR Manager Ill. As a strategic partner to the HR Manager Ill and a subject-matter expert you will serve as the main ambassador As the HRIM Manager you will lead cultural transformation oversee HR information related to people services and processes and drive continuous improvement through technology organizational design and data-informed decision-making.

This recruitment will be used to fill one (1) HR Manager I. In addition this selection process may be used to generate an eligibility pool for future career service vacancies that may occur in this classification within this work group. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

Job Duties

As theHRIM Manager you will:

Leadership and Team Culture

  • Lead the HRIM Team: Set goals and create a supportive environment that encourages excellence through active listening coaching and feedback.
  • Recognize Strengths: Identify team strengths and help navigate challenges fostering morale trust and respect.
  • Promote Collaboration: Facilitate problem-solving between the HRIM team and other teams ensuring clear communication and accountability.
  • Evaluate Performance: Assess individual and team performance working together to improve and maintain high standards.
  • Involve the Team: Include team members in decision-making and value their feedback and suggestions.
  • Provide Learning Opportunities: Ensure the team stays updated on best practices laws and policies.

Manage HR Information

  • Oversee HRIM Activities: Coordinate data input employee records maintenance and processing of employee information like new hires and terminations.
  • Collaborate with Business Resource Center: Work together to manage human resources data and maintain system integrity.
  • Serve as Security Officer: Develop audit reports and address data discrepancies.
  • Ensure Compliance: Collaborate with various departments to provide guidance on compliance with agreements and regulations.
  • Develop Reporting Metrics: Create and maintain reports that meet the needs of the organization and stakeholders.
  • Act as Point of Contact: Handle inquiries related to scheduling and timekeeping systems.
  • Prepare Confidential Reports: Research and compile reports related to labor relations and negotiations.

Improve Processes

  • Identify Challenges: Analyze human resources processes to enhance operations and user experiences.
  • Implement Improvements: Build project plans to implement enhancements.
  • Stay Informed: Keep up with industry best practices and legal requirements making recommendations for continuous improvement.
  • Enhance HR Tools: Look for innovative solutions to improve HR processes and systems.
  • Bridge Communication Gaps: Facilitate communication between technical and non-technical teams.
  • Participate in Management Team: Engage as a working manager in the Employee Services Management Team and perform other related duties as needed.

Experience Qualifications Knowledge Skills

We are looking for candidates with:

  • Experience: At least three years in human resource information systems or related fields.
  • Supervisory Skills: Experience leading teams and managing projects effectively.
  • Collaboration Skills: Ability to work well with diverse groups and maintain healthy relationships.
  • Knowledge of PeopleSoft: Familiarity with its structure and functions.
  • Union Experience: Background in a unionized public sector environment.
  • Communication Skills: Ability to explain complex pay-related information clearly.
  • Customer Service Skills: Strong skills in addressing employee inquiries and resolving issues.
  • Project Management Skills: Experience in strategic planning and implementing projects.
  • Auditing Skills: Knowledge of risk assessment and compliance.
  • Integrity: Ability to handle sensitive information discreetly.
  • Problem-Solving Skills: Capability to identify process gaps and develop solutions.

Preferred Qualifications

Highly competitive candidates may also have:

  • Advanced Experience: Six or more years in human resources information systems.
  • Supervisory Experience: Three or more years supervising employees.
  • Labor Law Knowledge: Basic understanding of labor law and union work.
  • Formal Training: Education in information systems business management or related fields.
  • Project Management Certification: Relevant certifications in project management or change management.

Teleworking Requirement:
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within areas on able distance to their King County worksite to respond to workplace reporting requirements.
