Job Description

Join a Mission-Driven Team Transforming Behavioral Health in Philadelphia.

Community Behavioral Health (CBH) is a forward-thinking organization committed to expanding access to high-quality accountable care that improves the health and mental wellness of our community. As we continue to grow were looking for a skilled and detail-oriented Sr. Director of Information Technology to join our innovative Information Technology (IT) team.

At CBH our IT Department plays a vital role in supporting the systems and infrastructure that power our mission. We are building solutions that serve our employees members and provider networkand were looking for professionals who want to make an impact through technology.

Essential Functions:

Strategic Leadership

  • Develop and execute the organizations IT strategy to align with business goals and Medicaid regulatory requirements.
  • Collaborate with executive leadership across departments to identify technology opportunities that drive innovation improve member and provider experience and enhance operational efficiency.
  • Provide thought leadership on emerging technologies digital transformation and industry best practices.
  • Lead proofs of concept and pilots to validate new technologies ensuring alignment with regulatory and equity standards.
  • Analyze market trends and opportunities in the IT industry to inform business decisions.

IT Operations and Infrastructure

  • Oversee the design implementation and management of secure reliable and scalable IT infrastructure.
  • Ensure high system availability performance and disaster recovery preparedness.
  • Optimize IT service delivery including help desk network services and application support.
  • Lead infrastructure modernization efforts including cloud migration DevSecOps adoption and automation to increase efficiency and reduce technical debt.

Application Development

  • Direct the development implementation and maintenance of enterprise applications including core claims processing care management and provider/member portals.
  • Collaborate on the use of data analytics to improve clinical outcomes operational performance and compliance.
  • Drive initiatives to improve data integration interoperability and reporting.
  • Explore AI machine learning and predictive analytics to enhance care coordination and real-time decision support.

Cybersecurity and Compliance

  • Establish and maintain a robust cybersecurity framework ensuring protection of sensitive data and systems.
  • Ensure compliance with all applicable federal and state regulations including HIPAA HITECH CMS guidelines and state Medicaid requirements.
  • Lead internal and external IT audits risk assessments and remediation efforts.
  • Continuously assess cyber threats and implement proactive adaptive security measures including zero-trust architecture and vendor risk management.

Vendor and Budget Management

  • Manage IT vendors consultants and service providers to ensure performance value and accountability.
  • Develop and manage the IT budget ensuring cost-effective investment in technology and alignment with organizational priorities.
  • Negotiate contracts and service-level agreements (SLAs) to support business objectives.
  • Lead multi-year technology financial planning ROI analysis and scenario modeling to guide long-term capital investments.

Team Leadership and Development

  • Lead mentor and develop a high-performing IT team fostering a culture of innovation accountability and continuous improvement.
  • Promote diversity equity and inclusion within the IT department.
  • Establish clear goals performance metrics and professional development plans.
  • Build leadership succession plans and cross-training to ensure IT team scalability and bench strength.
  • Promote a psychologically safe culture that encourages experimentation continuous learning and fail-fast innovation.
  • Manage recruitment development and retention on IT team.

Policy Management

  • Develop implement and maintain comprehensive IT policies standards and procedures to ensure alignment with organizational objectives and Medicaid regulatory requirements.
  • Ensure IT policies address critical domains such as data privacy information security access control data retention system usage and disaster recovery.
  • Regularly review and update IT policies to reflect changes in technology threat landscape CMS guidelines and federal/state healthcare regulations (e.g. HIPAA HITECH NIST 800-53).
  • Lead internal training and communication efforts to ensure IT policy awareness and compliance across departments and vendors.
  • Maintain documentation of policy exceptions risk acceptances and mitigation strategies in accordance with organizational risk management frameworks.

Position Requirements:

Education

  • Bachelors degree in Information Technology Computer Science Health Informatics or related field required.

  • The successful candidate must be a current Philadelphia resident or become a resident within six months of hire.
