Job Description

Duties of Work Manager
The following outlines the responsibilities of a Work Manager involved in original and maintenance works divided into Civil and Electrical areas:
A. Civil Works
  1. Estimate Preparation: Collect engineering data create rough drawings and prepare site plans for estimates.
  2. Site Supervision: Oversee work to ensure compliance with specifications drawings and standards. Remain onsite to ensure quality; report any substandard work by contractors to the Assistant Engineer and record it in the site order book.
  3. Material Issuance: Arrange and issue materials and tools to contractors at appropriate times to avoid work delays.
  4. Inventory Management: Keep custody of government materials and tools maintain accurate records and ensure adequate security measures.
  5. Work Measurement: Record measurements of completed work assess earthwork levels and prepare necessary calculation sheets.
  6. Billing Preparation: Compile measurement abstracts and recovery statements for materials or services provided by the department and forward these to the S.D.O.
  7. Consumption Statements: Prepare theoretical statements for material usage.
  8. Progress Reporting: Submit progress reports to superiors and highlight any work hindrances.
  9. Record Maintenance: Keep essential registers and accounts including cement curing testing advances and stock records.
  10. Inspection of Buildings: Inspect buildings regularly reporting any defects to superiors especially if structures appear unsafe.
  11. Completion Documents: Prepare completion drawings extra items substitution statements and deviation/reduction rate statements.
  12. Attendance Tracking: Record attendance for both work-charged and regular staff arrange casual labor and monitor productivity.
  13. Repair and Maintenance Estimates: Prepare estimates for building alterations annual and special repairs and minor works.
  14. Additional Estimates: Provide details for supplementary or revised estimates as needed.
  15. Accident Reporting: Submit accident reports arrange for immediate first aid and facilitate further medical assistance.
  16. Occupancy Reports: Report the occupation and vacation status of buildings.
  17. Encroachment Control: Identify report and address unauthorized construction or encroachments on government property.
  18. Calculations and Checks: Calculate and verify areas from drawings and preliminary sizes of structural members.
  19. Review and Verification: Check extra items survey reports tenders and drawings from architects and examine arbitration cases.
  20. Material Approval: Evaluate cases related to material approvals and labor wages.
B. Electrical Works
  1. Store Management: Record measurements of materials received and work items on orders/tenders.
  2. Material Custody: Act as the physical custodian of site materials and tools.
  3. Monthly Reporting: Submit monthly returns including Form 35C Form 8 Form 13 & 14 and a statement of complaints attended to and alterations made.
  4. Complaint Verification: Perform at least a 50 check of complaints handled by subordinates.
  5. Inventory Checks: Physically verify stores and tools every six months.
  6. Construction Oversight: Supervise electrical construction work.
  7. Labor and Attendance Management: Maintain attendance records for staff and labourers.
  8. Estimate Preparation: Assist in planning by preparing estimates collecting details of fittings cables and preparing layout diagrams for installations.
  9. Maintenance and Installation Estimates: Prepare annual maintenance and addition/alteration estimates for electrical installations.
  10. Energy Monitoring: Verify electricity bills from the local supplier and supervise energy meters to ensure accuracy.
  11. Billing for Electrical Services: Prepare and send electrical bills for consumers within buildings and common areas to relevant authorities for payment.
These duties serve as a guideline and are not exhaustive. A Work Manager is expected to assist and support superiors in all duties necessary for future roles such as Assistant Engineer or Executive Engineer and adhere to administrative directives from the government.
Qualification:
qualification of the Engineer should be a regular three year diploma in any discipline from a recognized institute/bachelors in engineering. Candidate with higher qualification or relevant work experience in a govt/ corporate organization will be preferred.
2. Maximum age limit of the candidate will be 45 years as on the date.
Reporting to:
The Engineer will be deployed at Ministry of Information & Broadcasting -All India Radio and will report for duty to regular JE/ AE/ EE available in whose jurisdiction he works.
Contract duration:
Engineer will be engaged for a period of two years which can be extended further depending on the requirement of work & performance of the individual.
