Job Description
About the Role
The Virginia Department of Elections is seeking an experienced Enterprise Architect / Technical Lead to provide high-level technical leadership for a major cloud-based software development initiative. The project s initial phase is already underway and the selected candidate will play a central role in guiding the development team to successful delivery and system acceptance.
This is a hands-on technical leadership role focused on architecture technical oversight and Agile delivery management. The position works closely with product owners project managers agency leadership and vendors to ensure the technical team is aligned the project is on track and the final product meets all quality security and compliance requirements.
Key Responsibilities
Serve as the Technical Lead for a cloud-based development team
Provide technical direction and architecture leadership across the SDLC
Collaborate with the Project Manager to ensure adherence to Commonwealth and agency-specific governance security and project standards
Monitor progress and ensure timely and accurate communication of status issues and risks to agency leadership
Review and validate deliverables for completeness correctness and compliance
Guide the team in Agile best practices and lead architectural decision-making
Facilitate communication between technical and non-technical stakeholders
Mentor junior team members and promote clean maintainable code
Coordinate with VITA external vendors and internal leadership as needed
Requirements
Required Skills & Experience
(Minimum 10 Years Each)
Technical lead experience on large-scale IT projects
Hands-on expertise with Azure Cloud Services (AppServices Functions DevOps Kubernetes etc.)
Advanced programming in C#.NET Python or JavaScript
Expertise in RESTful APIs microservices and serverless computing
Strong knowledge of CI/CD Infrastructure as Code (ARM Bicep Terraform)
Experience with Azure Monitor App Insights SQL and Cosmos DB
Familiarity with secure coding RBAC and frameworks like GDPR ISO
Agile/Scrum delivery experience including leading daily stand-ups and sprint planning
Strong communication and stakeholder engagement skills
Experience translating complex technical topics for executive audiences
Preferred Qualifications
Bachelor s or Master s degree in Computer Science Engineering or related field
Microsoft DevOps Engineer Expert certification
SAFe Scrum Master or other Agile certifications
